- Seanad: Intoxicating Liquor Bill 2003: Committee Stage. (19 Jun 2003)
Joe O'Toole: All I can think about is drink at the Bertie Bowl. This is a sensible amendment. In terms of a practical approach, it is unique in that it is the only part of the Bill which opens up access to alcohol. To that extent, I thoroughly support it. I also believe that national stadia need to be able to provide this type of facility. We are talking about arenas, for example, Croke Park, which are...
- Seanad: Intoxicating Liquor Bill 2003: Second Stage. (18 Jun 2003)

- Seanad: Intoxicating Liquor Bill 2003: Second Stage. (18 Jun 2003)
Joe O'Toole: I feel suffocated by the unctuous moralising that has been all around me for the past two hours and I cannot handle it any more. I feel I should oppose every section of the Bill for all kinds of reasons. No more than the Minister, I would be considered to be a libertarian in many ways and I have much difficulty with what is contained in the Bill. I am aware of the reasons for it and I welcome...
- Seanad: Intoxicating Liquor Bill 2003: Second Stage. (18 Jun 2003)
Joe O'Toole: It is interesting that the point was made that SPHE, social, personal and health education, is not working. Some of us were blasted against the wall when we tried to have it introduced. Right wing elements of the churches stood in its way and are still blocking it to make sure it does not work and that people do not find out how they might run their lives. There are issues we should examine....

Joe O'Toole: Less.
- Seanad: Election Expenses: Motion. (18 Jun 2003)
Joe O'Toole: I welcome the Minister of State and will begin by addressing an issue which ties in very closely with what he said in winding up. I listened carefully to what he had to say about there being no consensus on the previous occasion and that he hoped people would get their act together in this regard. I have difficulty with many of the points he made. I have considerable difficulty with the...
- Seanad: Order of Business. (12 Jun 2003)
Joe O'Toole: I am sure Senator Hayes will not mind me adding a codicil to that. I have always maintained that people should only be allowed speak on neutrality if they give a definition of what they are talking about before they begin.
- Seanad: Order of Business. (12 Jun 2003)
Joe O'Toole: That is one of the big difficulties with the issue â it means separate things to everybody. A debate would be very useful. I have called many times for a debate on this issue and I support Senator Brian Hayes, but I would like us all to be talking about the same thing. Cúpla seachtain ó shin chuir muid Bille na dTeangacha Oifigiúla frÃd an Teach seo to give rights to people from the...

- Seanad: Protection of Employees (Fixed-Term Work) Bill 2003: Report and Final Stages. (12 Jun 2003)
Joe O'Toole: I echo the words of the Minister of State and thank him and his officials for the work they have put into this Bill. I remind the House that much of the work in this area has been done as part of the partnership process. Representatives of both IBEC and the ICTU sat down with departmental officials to discuss this issue and worked at European level on the translation of the EU directive....
