Written Answers — Department of Transport, Tourism and Sport: National Development Plan (30 Nov 2023)

Eamon Ryan: The National Development Plan (NDP) sets out the strategic investment priorities for each National Strategic Outcome and within each National Strategic Outcome for each relevant sector. Updates in relation to the progress of individual projects and programmes can be found at the Department of Public Expenditure, NDP Delivery and Reform’s MyProjectIreland Interactive Map and Tracker...

Written Answers — Department of Transport, Tourism and Sport: Bus Services (30 Nov 2023)

Eamon Ryan: As Minister for Transport, I have responsibility for policy and overall funding in relation to public transport. The National Transport Authority (NTA) has responsibility for the planning and development of public transport infrastructure, including the national provision of bus stops and bus shelters. Noting the NTA's responsibility in the matter, I have referred the Deputy's question to...

Written Answers — Department of Transport, Tourism and Sport: Road Projects (30 Nov 2023)

Eamon Ryan: In accordance with the provisions of Section 13 of the Roads Act 1993, each local authority has statutory responsibility for the improvement and maintenance of their regional and local roads. Works on those roads are funded from local authorities' own resources and are supplemented by State Road grants. Of these grants, the vast majority (approximately 90%) are targeted at the maintenance and...

Written Answers — Department of Education and Skills: Tribunals of Inquiry (30 Nov 2023)

Eamon Ryan: I wish to advise the Deputy that there are no tribunals, public investigations, or commissions of investigation currently underway within my Department, or commissioned by my Department at present. Certain units within my Department conduct investigations in line with their statutory responsibilities. Reports from these investigations are available publicly on their websites as follows: -...

Joint Oireachtas Committee on Climate Action: Climate Action Plan Review: Discussion (Resumed) (30 Nov 2023)

Eamon Ryan: It is impossible to know because while the heat sector, electricity and likely agriculture are reducing, transport is likely to increase slightly - one may net off the other – but the very rough, back of the envelope calculations we were doing in the office yesterday was something in the 4% to 5% emissions reduction that we might expect. We are not at the end of the year yet, so this...

Joint Oireachtas Committee on Climate Action: Climate Action Plan Review: Discussion (Resumed) (30 Nov 2023)

Eamon Ryan: The advantage of this approach where each sector has to play its part is that no one gets an out. On entering government in the summer of 2020, it became apparent that we had a very large volume of data centres which were looking for connection and had been approved. We identified that we would have difficulty if we keep saying "Yes". First, we would not have the power to be able to...

Joint Oireachtas Committee on Climate Action: Climate Action Plan Review: Discussion (Resumed) (30 Nov 2023)

Eamon Ryan: My apologies. I forgot to address that issue. The Deputy is correct. We have had difficulty with the guidelines for onshore wind in particular. He will be aware there was a significant amount of difficulty between the Department of Housing, Local Government and Heritage and the Department of the Environment and Climate Action. Historically, there were different views on that. We ended...

Joint Oireachtas Committee on Climate Action: Climate Action Plan Review: Discussion (Resumed) (30 Nov 2023)

Eamon Ryan: We are not in a bad place in the sense that the companies we have got through the auction are serious about investing here. We will deliver on this. The question is time, and time is important. That largely relies on the planning process. I attended a meeting of the North Seas Energy Cooperation in the Hague the week before last. It is very good to share notes with colleagues who are...

Joint Oireachtas Committee on Climate Action: Climate Action Plan Review: Discussion (Resumed) (30 Nov 2023)

Eamon Ryan: I do not have the answer to that because I do not know what baseline figure the measure was assessed from. The EPA would have had a similar problem to us. If the baseline keeps moving, then measuring in that way becomes difficult and it is complicated, is the message I get back.

Joint Oireachtas Committee on Climate Action: Climate Action Plan Review: Discussion (Resumed) (30 Nov 2023)

Eamon Ryan: Yes.

Joint Oireachtas Committee on Climate Action: Climate Action Plan Review: Discussion (Resumed) (30 Nov 2023)

Eamon Ryan: We have another pilot which is looking at how we do that. We will have to end the use of fossil fuels, particularly in schemes that we are supporting. We have to be careful we do that in a way that does not disadvantage a particular sector and get it right that we do not have unintended consequences. I see that as an inevitable further progression of the scheme.

Estimates for Public Services 2023 (29 Nov 2023)

Eamon Ryan: I move the following Supplementary Estimates: Vote 2 — Department of the Taoiseach (Supplementary Estimate). That a supplementary sum not exceeding €1,000 be granted to defray the charge which will come in course of payment during the year ending on the 31 December 2023 for the salaries and expenses of the Department of the Taoiseach, including certain services administered by...

Written Answers — Department of Communications, Climate Action and Environment: Energy Conservation (29 Nov 2023)

Eamon Ryan: My Department and the European Investment Bank Group recently reached an agreement that paves the way for Government-backed, low-interest home energy upgrade loans. The Home Energy Upgrade Loan Scheme was developed by my Department in conjunction with the Department of Finance, the Strategic Banking Corporation of Ireland, the Sustainable Energy Authority of Ireland, the European Investment...

Written Answers — Department of Communications, Climate Action and Environment: Business Supports (29 Nov 2023)

Eamon Ryan: I propose to take Question Nos. 7 to 10, inclusive, together. NDRC is one of the State’s supports for early-stage enterprises operating in the pre-seed investment funding gap between entrepreneurs/researchers and the commercial investment sector offering accelerator and pre-seed support for enterprises in the digital sector. NDRC was initially established in 2006 under a Concession...

Written Answers — Department of Communications, Climate Action and Environment: Climate Change Policy (29 Nov 2023)

Eamon Ryan: International climate finance is a key priority for Government. At COP26 in Glasgow in 2021 Ireland committed to delivering at least €225 million per year in climate finance to developing countries by 2025. Ireland has not yet set a target beyond 2025. Ireland’s International Climate Finance Roadmap, published in 2022, sets out Ireland’s pathway to achieve this commitment...

Written Answers — Department of Communications, Climate Action and Environment: Energy Prices (29 Nov 2023)

Eamon Ryan: Budget 2024 introduced a total €2.2 billion suite of once-off Cost of Living supports, to assist families, pensioners, carers and people with disabilities. Written Answers — Department of Communications, Climate Action and Environment: Energy Prices (29 Nov 2023)

Eamon Ryan: As Minister, I have no role or function in determining the retail price of wood pellets or other solid fuels. However, my Department will continue to examine the need for policies to increase the use of wood and wood products in climate change mitigation and adaptation. In order to reduce the carbon footprint of domestic heating, the National Heat Study, published in February 2022, found...

Written Answers — Department of Communications, Climate Action and Environment: Departmental Expenditure (29 Nov 2023)

Eamon Ryan: All central Government Departments are required to pay their suppliers within 15 calendar days of receipt of a valid invoice. Late payment interest falls due after 30 days has elapsed, provided that the invoice is not subject to query. Where late payment interest falls due, the supplier is also entitled to the automatic payment of compensation costs. My Department makes every effort to ensure...

Written Answers — Department of Communications, Climate Action and Environment: Climate Action Plan (29 Nov 2023)

Eamon Ryan: I propose to take Questions Nos. 15 and 16 together. The Climate Action and Low Carbon Development (Amendment) Act 2021 set out legally-binding emissions reduction targets for Ireland to reach by 2030 and 2050. Ireland is now required to reduce its greenhouse gas emissions by 51% by 2030, relative to 2008 levels, and to reach net-zero emissions by no later than 2050. The 2021 Act also...
