Olivia Mitchell: The Tánaiste is aware that traffic conditions around the city are deteriorating at present. The metro Bill was promised last year for publication this year. Although it was to streamline procedures and reduce costs, it appears to have disappeared from the agenda. Is it to be published or will it ever be dealt with? It was to be published this year, but 2006 is now drawing to a close.
