Micheál Martin: If the Minister is honest enough, he will inform the House the previous Government had drafted a Bill. That Government fell before it was due so it could not be introduced. The mid-term review of Fianna Fáil and the Green Party's programme for Government stated legislation to ban corporate donations would be introduced. The Bill was actually drafted when this Government came into power.
