- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (27 May 2021)
Imelda Munster: I apologise for being late, and apologise if I ask any questions that have already been answered. I turn first to the Joint Creative Audiovisual Sectoral Group. How do the representatives envision the creative content fund operating? Would it do so in much the same way as the sound and vision fund, or what would be the main difference between it and the fund the group is putting forward? ...
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (27 May 2021)
Imelda Munster: I thank Mr. McCabe, that is interesting. On the creative content fund, how would it operate in comparison to the sound and vision fund? Does anyone have any ideas on that? What would be the main differences between it and the creative content fund the Joint Creative Audiovisual Sectoral Group is proposing?
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (27 May 2021)
Imelda Munster: The primary thing is that it would include funding for the development of projects. Is that what Mr. Hickey is primarily hoping for?
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (27 May 2021)
Imelda Munster: I have a question for Screen Producers Ireland. Its submission called for an amendment to the Broadcasting Act 2009. They are seeking the statutory spend of RTÉ and the independent production sector to be increased from €40 million to €80 million. Can its representatives talk me through that figure, how they came to it and why they think it is necessary?
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (26 May 2021)
Imelda Munster: I welcome our guests. Will they expand on why they believe material that violates other laws, for example, laws on defamation, data protection and consumer protection, should be within the scope of this Bill? If the Bill was to be amended to bring them within the media commission's scope, would we be opening ourselves to too much crossover between regulators?
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (26 May 2021)
Imelda Munster: I have one other question. Ms Gibney referred to the Bill being amended to ensure that people with disabilities have meaningful access and can engage. Will she expand on what exactly IHREC would like to see explicitly included?
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (26 May 2021)
Imelda Munster: I thank the witnesses. I agree with that recommendation. Perhaps we could arrange, even if it means arranging an additional meeting for that purpose, to have representatives from disabled people’s organisations attend the committee.
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (26 May 2021)
Imelda Munster: Dr. McIntyre's submission went into a great deal of detail about the problems with definitions in head 49, particularly the first two relating to the dissemination of illegal material and the provision on the prohibition of cyberbullying. How would he change those definitions? How can they be improved, in his opinion?
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: General Scheme of the Online Safety and Media Regulation Bill 2020: Discussion (Resumed) (26 May 2021)
Imelda Munster: I have a couple of quick questions for Mr. Herrick or Ms Cronin. In his submission, Mr. Herrick said a voluntary statutory system should be introduced that would allow social media and other online platforms to opt in to an online harms code with specific attention to children and that a regulator would oversee these standards. What happens if providers choose not to opt in? Under head...
- Annexation of Palestine: Motion [Private Members] (25 May 2021)
Imelda Munster: We were all relieved to hear news on Friday morning of a ceasefire in Gaza after 11 days of bombardment and slaughter. More than 250 people were killed, the overwhelming majority of whom were Palestinian, including at least 65 Palestinian children. Gaza was subjected to the targeted shelling of houses and vital infrastructure like roads, electricity and water networks. There is nothing new...
- International Travel and Aviation: Statements (25 May 2021)
Imelda Munster: The aviation sector has suffered devastating consequences due to the pandemic. That was laid bare with Aer Lingus's recent announcement that it will be permanently pulling its cabin crew from Shannon Airport and there will be job losses in Cork for crew and ground staff. This is a terrible blow for the staff involved and their families. It is also causing increased anxiety for people...
- Public Accounts Committee: Business of Committee (25 May 2021)
Imelda Munster: The committee is engaging on behalf of one of the survivors. As of last Friday, despite being in contact with the Department of Education, the Department has still not sought permission from this survivor for the committee to engage on their behalf. This survivor had received cheques worth €70,000 for works to be done on their home only to have the rug pulled from under them. The...
- Public Accounts Committee: Business of Committee (25 May 2021)
Imelda Munster: Can we seek a prompt response from the Department? There is no reason it has not acted on the matter thus far. We should request a prompt response to get it sorted.
- Public Accounts Committee: Business of Committee (25 May 2021)
Imelda Munster: From looking at the response of the IHRB, anyone would think the provision of CCTV was progressing or proceeding perfectly as normal. This is going back to 2017 and those responsible have one done. You are right, Chairman. It comes back to the integrity of Irish horse racing. We have to ask questions at this stage given that we have had representatives before us and we have had...
- Public Accounts Committee: Business of Committee (25 May 2021)
Imelda Munster: There are a number of matters to cover in the correspondence, given RTÉ's lack of familiarity with subjects under its remit on the day its representatives appeared before the committee. Judging by the correspondence we have received, it seems to be stonewalling us in every regard. On the costs of the Eversheds Sutherland report, in response to parliamentary questions Departments...
- Public Accounts Committee: Business of Committee (25 May 2021)
Imelda Munster: What about generally speaking?
- Public Accounts Committee: Business of Committee (25 May 2021)
Imelda Munster: We should not have to wait that long.
- Public Accounts Committee: Business of Committee (25 May 2021)
Imelda Munster: No, it is not acceptable.
- Public Accounts Committee: Business of Committee (25 May 2021)
Imelda Munster: That is correct. On the day, Ms Forbes fully understood and said that she would carry out a review and furnish the committee with the findings of it, but all we got in the response was a fob-off. That is not acceptable.
- Public Accounts Committee: Business of Committee (25 May 2021)
Imelda Munster: It is absolutely disgraceful. As I said, RTÉ denied multiple times it could be facing a bill when it had in fact reached a partial settlement. As it did not give us the response, it is important that we as a committee write to the Revenue Commissioners to ask them whether they have a problem if someone was to disclose the payments they made. As I said-----
