I like to think that perhaps the small-scale legislation might enable farmers to dip their feet into planting trees without going the whole hog of having a plantation because the big issue is that farmers see they are taking land out of use on the farm. In that case the farmer is compensated for the removal of the animal and the value of the animal, but that is it. The scheme does not compensate the farmer for all the calves the cow may have had or the milk she might have produced so-----
