Committee on Public Petitions: Campaign for a Walking and Cycling Greenway on the Closed Railway from Sligo to Athenry: Discussion (Resumed) (11 Apr 2024)

Tim Lombard: Is there a history within Mayo County Council, or Galway County Council previously, of going through contraventions or variations of this nature in the witnesses' experience? Have they done this before? Is it a practice? Is it something they do on a yearly or maybe a two- or three-year basis?

Committee on Public Petitions: Campaign for a Walking and Cycling Greenway on the Closed Railway from Sligo to Athenry: Discussion (Resumed) (11 Apr 2024)

Tim Lombard: Just so I can get my head straight on this, am I correct to say that the only way a variation would happen is if it is basically brought forward by the management? Is it a reserved function of the management when it comes to the actual county development plan process?

Committee on Public Petitions: Campaign for a Walking and Cycling Greenway on the Closed Railway from Sligo to Athenry: Discussion (Resumed) (11 Apr 2024)

Tim Lombard: If there were to be a change in national policy and then a change in the county development plan, the executive or management would have to initiate the proposal and send it to the members for agreement.

Committee on Public Petitions: Campaign for a Walking and Cycling Greenway on the Closed Railway from Sligo to Athenry: Discussion (Resumed) (11 Apr 2024)

Tim Lombard: I forgot the most important part. That sets out how a change would happen if there were to be one. Realistically, a change would happen only if there were a change in national policy. Is that a fair reflection on an argument like this?

Committee on Public Petitions: Campaign for a Walking and Cycling Greenway on the Closed Railway from Sligo to Athenry: Discussion (Resumed) (11 Apr 2024)

Tim Lombard: Very good. If Mr. Kenny was to propose a reinstatement of the railway lines, would a planning permission process be required? What process must be gone through where infrastructure exists on a line?

Committee on Public Petitions: Campaign for a Walking and Cycling Greenway on the Closed Railway from Sligo to Athenry: Discussion (Resumed) (11 Apr 2024)

Tim Lombard: Does the planning permission application go straight to An Bord Pleanála and not the local authority?

Committee on Public Petitions: Campaign for a Walking and Cycling Greenway on the Closed Railway from Sligo to Athenry: Discussion (Resumed) (11 Apr 2024)

Tim Lombard: Mr. Kenny might explain the process.

Committee on Public Petitions: Campaign for a Walking and Cycling Greenway on the Closed Railway from Sligo to Athenry: Discussion (Resumed) (11 Apr 2024)

Tim Lombard: If planning permission was sought for a cycleway or greenway, would it involve a Part 8 process involving the members of the local authority? What planning process would the local authority use in this scenario?

Committee on Public Petitions: Campaign for a Walking and Cycling Greenway on the Closed Railway from Sligo to Athenry: Discussion (Resumed) (11 Apr 2024)

Tim Lombard: How is it managed if a railway and greenway are proposed for the same line? Is a railway order used or a Part 8 process? How are both applications combined in this scenario to adhere to the regulations?

Tim Lombard: Is the Deputy finished?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Bord Bia: Chairperson Designate (10 Apr 2024)

Tim Lombard: I apologise for being delayed. I was caught at another meeting. My deepest apologies about turning up late. It is great to have the witnesses here. The presentation was very well put together. The chair designate's involvement with Dawn Meats is something we are all very much aware of. In my part of the world Dan Brown is a very good friend of ours so we know exactly what Dawn Meats...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Bord Bia: Chairperson Designate (10 Apr 2024)

Tim Lombard: Indeed.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Bord Bia: Chairperson Designate (10 Apr 2024)

Tim Lombard: Very good. Mr. Murrin will take over a really important role in the agricultural sector. This role involves Bord Bia and it involves trying to make sure Bord Bia is fit for purpose to drive forward this really important industry for our entire economy.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Bord Bia: Chairperson Designate (10 Apr 2024)

Tim Lombard: What are your personal key goals in your period of time as chairman that you want to deliver? I realise you have been given a few hundredweight of paper and that you are still going through that paper, and I wish you the very best luck. Hopefully Bord Bia will become a paperless operation in your reign as chairman.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Bord Bia: Chairperson Designate (10 Apr 2024)

Tim Lombard: With regard to Bord Bia's significant international footprint, Mr. Murrin mentioned face-to-face contact being very important in building relationships with key markets. How can the good work done in the past regarding that footprint be built on? Does that footprint need to be expanded in international markets? Should more people be encouraged to act as ambassadors for us in those markets?...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Bord Bia: Chairperson Designate (10 Apr 2024)

Tim Lombard: That is the point I was making about the need for an expansion of the important network Bord Bia has and which has worked really well. Having 14 offices is significant but if the number increased, hopefully we would see growth in our global market share.
