Colm Burke: That comes very much after the housing is dealt with. It does not get involved before the whole development plan for an area. It is a hit-and-miss operation.

(22 Feb 2024)

Colm Burke: I am talking about overall guidelines. If the Department suddenly decides to build 2,000 houses, should there not be guidelines? That does not appear to be the position.

(22 Feb 2024)

Colm Burke: Does Mr. Ó Coigligh not think there is still a shortage of available facilities in urban areas like Dublin, Cork and Galway for a lot of sports organisations? If proper planning were done in a timely manner, that would not arise.

Sport Ireland: Financial Statements 2022
FAI: Matters relating to Governance and Funding
(22 Feb 2024)

Colm Burke: Development in a lot of areas still depends on voluntary organisations acquiring the land, putting the entire project together and sometimes competing with developers and everyone else. I have never seen a developer come along and develop a whole facility at the same time as developing housing. There is then the issue of co-ordinating facilities, like having sports facilities near primary...

Colm Burke: Does Mr. Ó Coigligh not accept that the Department and Sport Ireland should be doing a lot more in working that whole issue through?

Colm Burke: Does Mr. Ó Coigligh not think we could be doing a lot more in this area as regards co-ordination of development of our schools or sports facilities, and at the same time of areas in a co-ordinated way rather than coming back ten years later to try to find land?

Public Accounts Committee: Business of Committee (22 Feb 2024)

Colm Burke: One of the problems I have had with local authorities is they write back and say they cannot take an estate in charge because Irish Water has not taken over the water services. When we then write to Irish Water, we find that the local authority has never been in contact with it about taking over the water services. These are estates that were built more than 15 years ago and before Irish...

Public Accounts Committee: Business of Committee (22 Feb 2024)

Colm Burke: There are more than 500 for the entire country. It cannot be let go on as it is. There needs to be a major programme by the Department to give funding to local authorities to bring them up to scratch and Irish Water would then take them in charge.

Public Accounts Committee: Business of Committee (22 Feb 2024)

Colm Burke: The local authority will not take over the estate unless the sewage treatment is taken over.

Public Accounts Committee: Business of Committee (22 Feb 2024)

Colm Burke: Not necessarily, because I know of one it is prepared to take over and to work with the local authority on bringing up to scratch.

Public Accounts Committee: Business of Committee (22 Feb 2024)

Colm Burke: The issue that arose, especially between 2000 and 2008, was that people buying a house were sold the concept that a management company would be set up to manage the estate and the local authority would be kept out of the estate. People bought into that.

Public Accounts Committee: Business of Committee (22 Feb 2024)

Colm Burke: People bought into that on that basis but not everything was explained well. If it is a management company looking after the estate, it will also be a management company looking after sewage treatment. That was never outlined fully to residents. I remember advising people about their responsibilities on this issue and people did not realise what they were buying into.

Public Accounts Committee: Business of Committee (22 Feb 2024)

Colm Burke: There was a huge number between 2000 and 2008.
