Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Seán Kyne: To clarify, without this Bill, if I wanted to establish a home care company in the morning, what is the process?

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Seán Kyne: I have no evidence of this. Are some individuals providing a small amount of home care to a small number of people? For example, someone is looking after Mary and Mary's family might say that the lady is very good and so Johnny next door employs her. Is some of that going on?

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Seán Kyne: To go back to the company that has 100 employees across a region, let us say it is providing what would be deemed to be quality care. If HIQA comes in, will there be an educational standard, such as certain Further Education and Training Awards Council, FETAC, qualifications? Will a certain cohort of people suddenly be deemed not to be acceptable to work as carers?

Joint Oireachtas Committee on Health: General Scheme of the Health (Amendment) (Licensing of Professional Home Support Providers) Bill 2024 (19 Jun 2024)

Seán Kyne: People who are living alone with no immediate family get comfortable with their carers. A lot of intimate care is needed, so I assume people get used to their carers. Where the quality of care is excellent, as I am sure it is in most cases, there is no problem. However, if the quality of care is less than that, it creates an issue. Should carers be rotated so that there is not a single...

Seanad: An tOrd Gnó - Order of Business (13 Jun 2024)

Seán Kyne: I thank Senators for their contributions this morning. We started with Senator Malcolm Byrne, joined by Senator Eugene Murphy, congratulating the silver medallists in the European Athletics Championships on their great performance in setting a new Irish record time. They are Sophie Becker, Rhasidat Adeleke, Phil Healy and Sharlene Mawdsley. I congratulate them and am sure all Members of...

Seanad: An tOrd Gnó - Order of Business (13 Jun 2024)

Seán Kyne: -----but it is not stated that it would be guillotined. I am told that it is not to assist the Government but to assist the Bills Office, which is under significant pressure at the moment with a number of Bills. There were more than 1,000 amendments to the Planning and Development Bill. The Bills Office is under significant pressure and this is to assist it, not the Government. It is not...

Seanad: An tOrd Gnó - Order of Business (13 Jun 2024)

Seán Kyne: The intention is to take Committee and Remaining Stages together. I will not be accepting the amendment. Senators Craughwell and Lombard raised the issue of "Prime Time" last night. I did not see the full report but I will look back on it. I saw the clips of it and it did not look good. The Minister has indicated that the Department is taking the matter of equine welfare and...

Seanad: An tOrd Gnó - Order of Business (13 Jun 2024)

Seán Kyne: I acknowledge Senator Byrne's contribution on that. Senator McDowell joined with Senator Craughwell in his comments. I have responded to that.

Seanad: Sitting Arrangements: Motion (13 Jun 2024)

Seán Kyne: I move: That, notwithstanding anything in Standing Orders, in the event of the Second Stage of the Health (Assisted Human Reproduction) Bill 2022 being completed on Thursday, 13th June, 2024, the Committee and Remaining Stages of the Bill shall be taken on Thursday, 20th June, 2024, and amendments proposed to the Bill shall reach the Clerk not later than 11 a.m. on Monday, 17th June, 2024.

Seanad: Health (Assisted Human Reproduction) Bill 2022: Second Stage (13 Jun 2024)

Seán Kyne: That is all right. I welcome the Minister to the Chamber, and I acknowledge his work and advocacy in bringing forward this comprehensive and complex Bill, and his work and that of his officials over a large number of years. I also acknowledge the Members of both Houses who have been involved in the legislative process. I particularly commend my colleague, Senator Seery Kearney, on her...

Seanad: An tOrd Gnó - Order of Business (12 Jun 2024)

Seán Kyne: I join others in congratulating those candidates around the country who have been elected to our local authorities and the European Parliament. It takes great courage to put your name on a ballot paper. It is a very public interview. Not everyone can succeed. The fact that so many people are still interested in participating in our democracy is hugely important and necessary. I send...

Seanad: Address to Seanad Éireann by Former President Mary Robinson (12 Jun 2024)

Seán Kyne: Yes. I would like to share time with Senator Aisling Dolan.

Seanad: Address to Seanad Éireann by Former President Mary Robinson (12 Jun 2024)

Seán Kyne: I welcome former President, Mrs. Robinson, back to the Seanad Chamber. As a fellow west of Ireland person, I am particularly proud to be here today to engage with her. First, I wish to acknowledge the years and, indeed, lifetime of advocacy for social change in respect of the rights of individuals, which is exemplified in her Seanad record, and all the advocacy that has happened since...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Fishing Industry (30 May 2024)

Seán Kyne: I welcome the Minister of State. I thank the Cathaoirleach's office for choosing this Commencement matter. I have had some correspondence and have met with oyster fishermen in the Clarinbridge area. They have a good working relationship with the State agencies overseeing them such as Inland Fisheries Ireland and the Sea-Fisheries Protection Authority. They do a small amount of commercial...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Fishing Industry (30 May 2024)

Seán Kyne: I thank the Minister of State for that response from the Minister, Deputy McConalogue. I will certainly convey it to those involved in the sector to see whether there is any way of streamlining the processes, not to in any way reduce the compliances that are necessary for food quality, safety and regulations but to make the processing somewhat simpler for those involved. There is a view...

Seanad: Air Navigation and Transport (Arms Embargo) Bill 2024: Second Stage (29 May 2024)

Seán Kyne: The combined opening speeches of the proposer and seconder shall not exceed 16 minutes; all other Senators have six minutes; the Minister has 15 minutes; and the proposer has five minutes to reply. I understand that Senators Higgins and Ruane are sharing their time. Is that agreed? Agreed.

Seanad: Future Ireland Fund and Infrastructure, Climate and Nature Fund Bill 2024: Committee Stage (29 May 2024)

Seán Kyne: I wish to refer, briefly, to section 20 and the designated environmental projects. It states that a Minister of the Government may designate a project. Is that what is called additionality rather than substituting for projects that were proposed? I apologise if this may have been discussed during pre-legislative scrutiny as I am standing in for Senator Byrne. I presume it is...

Joint Oireachtas Committee on Health: Challenges Facing Community-based Cancer Support Services: Discussion (29 May 2024)

Seán Kyne: I thank the witnesses for that. Mr. Flaherty is the CEO of Cancer Care West in Galway. The €3 million is obviously hugely important as once-off funding and the aim is to maintain and increase that. How important was that for the services for this year? What difference has it made and what more can the organisation do because of that funding?
