This is a small amendment, the purpose of which is to delete the word "may" and substitute the word "shall". As we know from our experience as legislators in this House, language is extremely important when one is putting a Bill together, particularly with little words such as "may" and "shall"....

While development will be good for many areas, we want to see every area getting its share of economic development and prosperity. At the same time, rules and guidelines are needed.
