Joint Committee on Tourism, Culture, Arts, Sport And Media: State Response to Online Disinformation and Media and Digital Literacy: Discussion (Resumed) (16 Oct 2024)

Shane Cassells: Okay. There is the analysis he quotes but from Dr. Murphy's own engagement with undergraduates on campus and so forth, is that reflected from his engagement with young people? This is going to sound very outdated but when I was doing my journalism degree, you could walk into campus and buy The Irish Times for a discounted price of 50p. There was a genuine need to go to buy a newspaper to...

Seanad: An tOrd Gnó - Order of Business (16 Oct 2024)

Shane Cassells: Yesterday, the main hospital in the north-east region, Our Lady of Lourdes, issued a statement effectively urging sick people to stay away because of overcrowding. It said that the most critically ill patients are prioritised for treatment but, as a result, some patients may experience delays. By the way, the normal delay in that hospital is 13 hours. If you are lucky, that is the normal...

Seanad: An tOrd Gnó - Order of Business (10 Oct 2024)

Shane Cassells: Following the Order of Business this morning, we will have the launch of the Seanad public consultation report on the future of local democracy, which was chaired by the Leas-Chathaoirleach, Senator Mark Daly. I acted as rapporteur for this report and several Members of the Seanad were part of it, including Senator Victor Boyhan, who is present. It involved extensive work and was launched...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Detailed Scrutiny of the Broadcasting (Amendment) Bill 2023: Discussion (9 Oct 2024)

Shane Cassells: I have just a couple of questions. I apologise for missing the opening statements. I was in the Chair in the Seanad. I welcome all the witnesses. What Ms Dooley outlined regarding what is available in the RTÉ archives is really welcome. They played a pivotal role in a debate in Navan this year. When the traffic system was changed in the town, it caused great angst. A local...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Detailed Scrutiny of the Broadcasting (Amendment) Bill 2023: Discussion (9 Oct 2024)

Shane Cassells: I seek to marry Mr. Ryan's statement with what was stated in the announcement by the Minister, Deputy Martin, yesterday of the approval of the general scheme of the broadcasting amendment Bill. I refer to section 111 and "whether a public service media provider complied with section 111 by making reasonable arrangements for the public to access their archives". The Minister is obviously...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Detailed Scrutiny of the Broadcasting (Amendment) Bill 2023: Discussion (9 Oct 2024)

Shane Cassells: RTÉ has made a statement here today that it is very committed to providing that material in the public domain, but as Mr. Ryan has quite rightly recognised, this is a long process and a process that is going to take care and duty. It is going to be done in the whole, as opposed to in respect of the individual. On that particular line, how is empowering the commission going to...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Detailed Scrutiny of the Broadcasting (Amendment) Bill 2023: Discussion (9 Oct 2024)

Shane Cassells: Will there be additional funding provided for this?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Detailed Scrutiny of the Broadcasting (Amendment) Bill 2023: Discussion (9 Oct 2024)

Shane Cassells: Ms Dooley might have already answered this question previously but with regard to the timeline for what is to be completed, and given that RTÉ has already been at this for a considerable time, what is the timeline to actually achieve that?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Detailed Scrutiny of the Broadcasting (Amendment) Bill 2023: Discussion (9 Oct 2024)

Shane Cassells: Has RTÉ been able to quantify how much material has been potentially lost because it was irrecoverable?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Detailed Scrutiny of the Broadcasting (Amendment) Bill 2023: Discussion (9 Oct 2024)

Shane Cassells: Does Deputy Costello have any comments on the debate and what he has heard from both the Department and RTÉ, and what is his position on how they are progressing and trying to achieve in respect of marrying this to his own ambitions?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Detailed Scrutiny of the Broadcasting (Amendment) Bill 2023: Discussion (9 Oct 2024)

Shane Cassells: That vision is admirable. The contention made by Deputy Ring would see us go the same route as freedom of information requests. There would be a diversion of resources by RTÉ if there was a flood of requests, whether spurious or otherwise. The Deputy is doing it for the right reasons but it would lead us down the same path. Does he accept the validity of that contention?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Detailed Scrutiny of the Broadcasting (Amendment) Bill 2023: Discussion (9 Oct 2024)

Shane Cassells: It is a diversion of resources.

Seanad: An tOrd Gnó - Order of Business (2 Oct 2024)

Shane Cassells: I also welcome Deputy MacSharry and his guests to the Visitors Gallery. Today in Dublin, the members of the OSCE Parliamentary Assembly are gathering for the latter's autumn meeting. Several hundred parliamentarians from across Europe will meet in the convention centre to discuss a range of issues over the next two days. The Leader is a former member of the assembly, as are the...

Seanad: An tOrd Gnó - Order of Business (2 Oct 2024)

Shane Cassells: They gave him a reference.

Seanad: An tOrd Gnó - Order of Business (2 Oct 2024)

Shane Cassells: Yes and I am just telling you they gave him a reference.

Seanad: Budget 2025 (Public Expenditure, National Development Plan Delivery and Reform): Statements (1 Oct 2024)

Shane Cassells: The Minister of State is very welcome to the House. I heard Senator Warfield speak as I came into the Chamber. He spoke about forced emigration, which he claims is happening. The people I know who are emigrating from this country are doing so not by force but to explore the world, broaden their horizons and have a bit of an adventure, which is possible because of the education they received...

Seanad: Gambling Regulation Bill 2022: Committee Stage (25 Sep 2024)

Shane Cassells: It is apt that I follow my colleague Senator Joe O'Reilly in noting all the work and all the contributions made by him, Senator Wall and me. At the very start of the term of this Seanad, four and a half years ago during the Covid pandemic, the three of us attended many online meetings with gambling support groups pressing for this legislation. It is to his credit that the Minister of State,...

Seanad: Better Planning for Local Childcare Provision: Motion (17 Jul 2024)

Shane Cassells: I welcome today's motion and the discussion about childcare. At the outset, I pay tribute to the Minister and this Government for the work they have done over the past four and a half years. It has been hugely important and massively accelerated the professionalisation and development of early learning and childcare in this country. With this motion, we are rightly discussing the need for...

Seanad: Planning and Development Bill 2023: Committee Stage (Resumed) (16 Jul 2024)

Shane Cassells: Notwithstanding what Senator Cummins said, and he is right, it has been a very interesting debate. I acknowledge in particular the contributions of Senator Higgins in respect of the national planning statement and her assertion that it represents another layer within the system. For half a day last week and over a number of months, the Leas-Chathaoirleach and I, as rapporteur, have been...
