Mary Moran: Not at all.

Seanad: Commencement Matters: Medical Card Eligibility (9 Dec 2015)

Mary Moran: I thank the Minister of State for coming to the House to take this Commencement Matter. Once again I am raising the issue of medical cards. I understand the task force has stated eligibility must be assessed on the basis of financial means but I deal with the whole area of discretionary medical cards every week. People who have been diagnosed with terminal or very serious illnesses are...

Seanad: Commencement Matters: Medical Card Eligibility (9 Dec 2015)

Mary Moran: I am pleased to hear the Minister of State will look at the matter again. The Irish Cancer Society figures show that when a person has cancer, it can cost up to €10,000 extra a year. It has been pointed out to me that in some cases, after expenses for treatment are taken into account, some people would be better off on welfare. That should not be the case. Given the additional...

Seanad: Gradam an Uachtaráin Bill 2015: Second Stage (9 Dec 2015)

Mary Moran: I, too, welcome the Minister of State, Deputy Kehoe, to the House. I support Senator Quinn's Bill, which proposes the putting in place of a mechanism that should have been put in place many years ago. I agree that like many other countries, we should have in place a mechanism to recognise the outstanding contributions of people to this country. I have no doubt that there are many Senators...

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Committee Stage (9 Dec 2015)

Mary Moran: On a point of order, it is very difficult to hear the Minister of State. This is extremely important legislation.

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Committee Stage (9 Dec 2015)

Mary Moran: I know, but the time for talking was before the debate began.

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Committee Stage (9 Dec 2015)

Mary Moran: Excuse me, Senator thingamajig has a name.

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Committee Stage (9 Dec 2015)

Mary Moran: I am sorry. My point is that-----

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Committee Stage (9 Dec 2015)

Mary Moran: -----the discussions could have been held previously.

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Committee Stage (9 Dec 2015)

Mary Moran: I will be brief also. I agree with respect to the length of time involved. It is very difficult on everybody involved but we are all here with a common aim that we all want to get this right. Like Senator Ó Clochartaigh, I read that article by Dr. Fiona Morrissey at the weekend and I join in asking for clarification on some of the points in it, particularly, as the Senator said, in...

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Committee Stage (9 Dec 2015)

Mary Moran: I probably came in a bit too early when I raised this issue earlier on. I also support what I referred to at the beginning of the debate. I support Senator Norris. As Senator Keane so eloquently put it, it is important we ensure that the most vulnerable people have money that is being invested. I add my support to that. I also ask the Minister of State to accept the amendment.

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Committee Stage (9 Dec 2015)

Mary Moran: I was about to raise that point mentioned by Senator Keane on the special visitor and advice for a person when he or she comes out of wardship of court. This must be specific and as Senator Keane has stated, it must be someone with financial expertise. In addition, adequate advice ought to be on hand for the relevant family members who perhaps are not au faitwith the worlds of banking,...

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Committee Stage (9 Dec 2015)

Mary Moran: I, too, welcome amendment No. 31. It is important that decision-making can be shared among siblings, relations, friends or whoever and that it is not all placed on one person. That one can appoint more than one person is welcome.

Seanad: Assisted Decision-Making (Capacity) Bill 2013: Committee Stage (9 Dec 2015)

Mary Moran: I also welcome that. I know that Sarah and Fiona from Inclusion Ireland are here. I know Sarah has been here from the beginning of the debate and that it is an issue she has raised with me so I welcome the fact that the Minister of State has said that she is seeking legal advice.

Joint Oireachtas Committee on Education and Social Protection: Special Needs Provision in Second Level Schools: SNPA, NCSE and NAPD (18 Nov 2015)

Mary Moran: I thank everybody for coming in. It is good to see Ms Maher again. I know what a strong advocate she is and the excellent work she does. Mr. Byrne is on the same wavelength as me and I commend what he said. I have many years’ experience of teaching too. Mr. Byrne hit the nail on the head when he said that the teachers need to be suitably qualified. Since becoming a Member of the...

Joint Oireachtas Committee on Education and Social Protection: Special Needs Provision in Second Level Schools: SNPA, NCSE and NAPD (18 Nov 2015)

Mary Moran: I have to step out for approximately ten minutes so could my questions be answered when I return? I apologise but I said before the start of the meeting that I would have to leave.

Seanad: Order of Business (12 Nov 2015)

Mary Moran: I add my voice in support of what was said by two of my colleagues. The first being Senator Paul Coghlan who made his remarks and paid tributes. I appreciate the Cathaoirleach's comment that we are not allowed name individuals but others have paid tribute to chief superintendent Pat McGee for this outstanding work in Dundalk. I would like to add my voice-----

Seanad: Order of Business (12 Nov 2015)

Mary Moran: -----in support of what has been said with respect to senior gardaí. I wholeheartedly agree with Senator Paul Coghlan that it should be possible, through some mechanism, to be able to contact members who served in the higher ranks of the Garda and who have experience with regard to activities in my area, particularly along the Border area. I thank the chief superintendent and pay...

Seanad: Order of Business (12 Nov 2015)

Mary Moran: I ask that the Cathaoirleach to let me finish. Dundalk has suffered from murders-----

Seanad: Order of Business (12 Nov 2015)

Mary Moran: Exactly. Can I just finish my point?
