Seán Fleming: As I see it, there are three stages to big projects on the ground now. There is the planning application stage, An Coimisiún Pleanála and then the courts, and next maybe Europe. On all big projects that are in any way contentious, we can be guaranteed that that is the way it will go. That is a personal observation.
