Catherine Noone: The days when money is flowing and there is cutting when there are difficulties must come to an end and keeping nothing in reserve is an idea we must avoid in the future. It is a clever gimmick to call this an austerity treaty; it could more properly be called an investment treaty because it will restore stability and confidence.
