Select Committee on Health: Estimates for Public Service 2022
Vote 38 - Health (Supplementary) (Resumed)
(6 Dec 2022)

Colm Burke: I will go back to nursing homes, which I raised the last day. I apologise for raising the issue again but from what I am hearing around the country, I am a bit concerned about nursing homes in difficulty. I referred to the underspend last week. Has the figure for 2023 been underestimated? Getting people out of hospital is crucial because the cost savings are huge. Where are we with the...

Select Committee on Health: Estimates for Public Service 2022
Vote 38 - Health (Supplementary) (Resumed)
(6 Dec 2022)

Colm Burke: I accept that but the problem is that we have clear evidence that nursing homes are in serious financial difficulty. I know of one nursing home in which there is interest from outside Ireland and the holding company is in difficulty. If those nursing homes come back on the market, we may not have a purchaser for them because people do not see a return on their investment. We need to-----

Select Committee on Health: Estimates for Public Service 2022
Vote 38 - Health (Supplementary) (Resumed)
(6 Dec 2022)

Colm Burke: Not all of them are in the fair deal scheme. That is the issue. This is what I am saying to the Minister of State.

Select Committee on Health: Estimates for Public Service 2022
Vote 38 - Health (Supplementary) (Resumed)
(6 Dec 2022)

Colm Burke: It is not just about nursing homes closing. I spoke to one nursing home manager during the week. The home has 14 beds which it cannot get up and running because it cannot attract staff with what it can afford to pay staff. It is fine saying there is only a reduction of 514 registered beds but how many beds in private nursing homes are not being used because nursing homes cannot get staff...

Select Committee on Health: Estimates for Public Service 2022
Vote 38 - Health (Supplementary) (Resumed)
(6 Dec 2022)

Colm Burke: I am aware of that. I want to raise another issue. A brand new outpatient unit and two new theatres have been built the South Infirmary Victoria University Hospital. It is waiting for one piece of equipment for one of the theatres, which will be available on 15 December. The theatres cannot be opened because funding for the employment of a consultant ophthalmology surgeon has not been...

Select Committee on Health: Estimates for Public Service 2022
Vote 38 - Health (Supplementary) (Resumed)
(6 Dec 2022)

Colm Burke: I welcome the Minister's comments on the release of the funding. In its proposal, the South/Southwest Hospital Group stated that it needs a total of 35 staff. That is the full complement of staff required to operate the facilities based at Ballincollig and the South Infirmary Victoria University Hospital. Is there only going to be sign-off on funding for the consultant ophthalmology...

Select Committee on Health: Estimates for Public Service 2022
Vote 38 - Health (Supplementary) (Resumed)
(6 Dec 2022)

Colm Burke: I appreciate that.

Saincheisteanna Tráthúla - Topical Issue Debate: Health Services Staff (1 Dec 2022)

Colm Burke: I am just concerned about the use of the words "being examined". That is not going to sort my problem out. There is a new unit that has been physically built and is fully equipped, ready to roll, and there will be no use of that facility for at least three months now. We intended to open it in the middle of December. It will now not be opened because this post has not been sanctioned. My...

Saincheisteanna Tráthúla - Topical Issue Debate: Health Services Staff (1 Dec 2022)

Colm Burke: In fairness to Gerry O'Dwyer, who retired yesterday as the CEO of the South/Southwest Hospital Group, he wanted to sign off on this before he left. He tried everything to get it signed off but that has to be done at a national level. He has now retired and he is disappointed that this has not been signed off. I ask that I get a response to this within the next seven days.

Saincheisteanna Tráthúla - Topical Issue Debate: Health Services Staff (1 Dec 2022)

Colm Burke: This matter relates to the appointment of a consultant ophthalmology surgeon at South Infirmary-Victoria Hospital and the need for funding to be set aside to allow that appointment to proceed. This is extremely important. We have built a new outpatient ophthalmology unit in South Infirmary-Victoria Hospital. We have built two brand-new theatres that are fully equipped and ready to be open...

Ceisteanna Eile - Other Questions: Third Level Education (1 Dec 2022)

Colm Burke: 110. To ask the Minister for Education and Skills if he will provide an update on the National Access Plan 2022-2028; the progress that has been made to date since the plan was implemented; and if he will make a statement on the matter. [59856/22]

Ceisteanna Eile - Other Questions: Third Level Education (1 Dec 2022)

Colm Burke: This question is to ask the Minister if he will provide an update on the National Access Plan 2022-2028, the progress made to date since the plan was implemented and if he will make a statement on this matter.

Ceisteanna Eile - Other Questions: Third Level Education (1 Dec 2022)

Colm Burke: Regarding socially disadvantaged areas, looking at the work done in the past ten to 15 years, have we identified why we have made very little progress in many of these areas? Do we need to focus at an earlier stage, and I am even talking about primary-school level, on starting people off on the process of long-term ambition in education? Are we doing enough in this regard to encourage...

Ceisteanna Eile - Other Questions: Housing Policy (1 Dec 2022)

Colm Burke: I understand we have to have public consultations and to allow for sufficient time. We are now coming into the Christmas period. If we publish the guidelines in the next two weeks, what kind of period will we allow for the public consultation and for submissions to be made? How long will it take after that for the Department to finalise matters? It is important that the public...
