Donnchadh Ó Laoghaire: 214. To ask the Tánaiste and Minister for Justice and Equality the number of times firearms certificates have been granted to personnel from other jurisdictions; the personnel granted certificates; and the circumstances in which they were granted. [17359/19]
- Written Answers — Department of Justice and Equality: Policing Issues (16 Apr 2019)
Donnchadh Ó Laoghaire: 216. To ask the Tánaiste and Minister for Justice and Equality if primary legislation will be required for the establishment of a national security co-ordinator; and if not, if proposals will be brought to Dáil Éireann for discussion and scrutiny. [17361/19]
- Written Answers — Department of Housing, Planning, and Local Government: Rent Pressure Zones (16 Apr 2019)
Donnchadh Ó Laoghaire: 572. To ask the Minister for Housing, Planning, and Local Government if the new parts of a district will be included in the rent pressure zone in circumstances in which an electoral area or municipal district has been designated a rent pressure zone but has been subsequently redrawn; and if it will continue to apply for the district as a whole or parts of same, for example, in the case of a...
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (11 Apr 2019)
Donnchadh Ó Laoghaire: Throughout this country, and indeed in the constituency I share with the Tánaiste, people are seriously struggling with rent. Rents are rising rapidly, sometimes swallowing up to a third or a half of people's income, making getting a mortgage impossible for many. Rent pressure zones cap the increase in rent at 4% per annum, and were applied to city council areas and some electoral...
- Ceisteanna ó Cheannairí - Leaders' Questions (11 Apr 2019)
Donnchadh Ó Laoghaire: I accept that, I have given careful thought to what I have worded, and the proposition that I have laid before the Government is on legislation and who is entitled to drive taxis.
- Ceisteanna ó Cheannairí - Leaders' Questions (11 Apr 2019)
Donnchadh Ó Laoghaire: The question I asked was not answered and perhaps I can put it in a way that the Tánaiste can answer. For the Ceann Comhairle's information, what I am about to say is quoting directly from newspaper reports and I will not depart from that. It is what is in the public record. The victim impact statement from the first woman said that she would not allow her boyfriend to touch her...
- Ceisteanna ó Cheannairí - Leaders' Questions (11 Apr 2019)
Donnchadh Ó Laoghaire: This week it was reported that a man had been before the courts on three counts of sexual assault of three women over two weeks in 2016. In one case, the man in question, a taxi driver, touched a 19 year old woman's chest, rubbed her cheek, and when she managed to get out, he followed her in his taxi and continued to harass her and try to get her back into the car. He rubbed the face and lip...
- Regulated Professions (Health and Social Care)(Amendment) Bill 2019: Second Stage (10 Apr 2019)
Donnchadh Ó Laoghaire: I welcome the opportunity to speak on this large and complex item of legislation. The Regulated Professions (Health and Social Care) (Amendment) Bill 2019 relates to transposition of Directive 2005/36/EC, as amended by Directive 2013/55/EU, on the recognition of professional qualifications, which it must be pointed out was agreed under the Irish Presidency of the European Union in 2013. It...
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (10 Apr 2019)
Donnchadh Ó Laoghaire: It would be inappropriate to do so. The hotel is the locus of the protests taking place against what are absolutely appalling laws brought forward by the Sultan of Brunei. The hotel is in his sole ownership. It would be inappropriate for the Attorney General or any member of the Government to patronise it while the protest is ongoing.
- Ceisteanna ó Cheannairí - Leaders' Questions (10 Apr 2019)
Donnchadh Ó Laoghaire: He should ask the HSE to come in.
- Joint Oireachtas Committee on Justice, Defence and Equality: EU Regulations: Minister for Justice and Equality (10 Apr 2019)
Donnchadh Ó Laoghaire: I thank the Minister for coming in. It is worth having this discussion and the one we had yesterday. The Minister has stated that it would not be appropriate to have a discussion on interoperability here today. I accept it is not the primary topic before us but the issues are linked. Although the Minister might disagree, it seems to me that part of what this proposal is doing is prepping...
- Joint Oireachtas Committee on Justice, Defence and Equality: EU Regulations: Minister for Justice and Equality (10 Apr 2019)
Donnchadh Ó Laoghaire: I do not agree with the Minister but I do not think I will get any more information from him. If eu-LISA is going to be one of the key vehicles for the interoperability proposals when they pass into European law, it is of relevance whether Ireland decides to opt in. Those proposals could change. Has the Government communicated its view to the European institutions - to the Council or the...
- Joint Oireachtas Committee on Justice, Defence and Equality: EU Regulations: Minister for Justice and Equality (10 Apr 2019)
Donnchadh Ó Laoghaire: Very well. There is an existing regulation that Ireland has opted into. Could the Minister outline briefly the significant differences between the regulation we are discussing here today and the previous regulation?

Vote 41 - Policing Authority (Further Revised) (10 Apr 2019) Donnchadh Ó Laoghaire: If I recall correctly, there is a reduction of €3.5 million in Garda overtime. There were overtime bans last year and the year before. In 2017 it was in December only but it was for much longer last year. While I understand that a huge amount is being spent on Garda overtime, it is usually a decision taken by chief superintendents and superintendents based on the resources available...

Vote 41 - Policing Authority (Further Revised) (10 Apr 2019) Donnchadh Ó Laoghaire: Is there any plan to expand the Garda youth diversion project this year or is there a new project? A response to a parliamentary question last year - I presume the figures are broadly the same - showed that 111 out of 563 operational Garda stations do not have broadband. I expect that some of them may have been tackled but I doubt that all 111 have. What plans has An Garda...

Vote 41 - Policing Authority (Further Revised) (10 Apr 2019) Donnchadh Ó Laoghaire: I did not comment earlier on the Hammond Lane project, but I fully support the points made. It was one of the main matters which arose in our recent hearings on family law. One of the other issues raised by every speaker was the difficulty in obtaining legal aid. There are low thresholds and high minimum contributions. It is a problem in several areas but particularly in family law. My...

Vote 41 - Policing Authority (Further Revised) (10 Apr 2019) Donnchadh Ó Laoghaire: I do. There is some commentary, correctly, on the worrying trend relating to sexual crimes and the reporting of same. The funding for Rape Crisis Network Ireland, which provides support for the various rape crisis centres, is very modest at less than €100,000. Has that been considered for any increases? More generally, is there proposal to increase funding for rape crisis centres?...

I always thought the Department of Justice and Equality provided that funding. I would like the Minister to clarify that. I may be mistaken but my understanding is that rape crisis centres and Rape Crisis Network Ireland funding was provided by the Department of Justice and Equality.
