Many people's Christmases rely on that payment and while I do not want to use emotive language like cruel, it certainly seems unkind that the State enters into such uncertainty around it. Neasa Hourigan: I apologise. I feel as though I cut across Ms Bennett as she was in full flow. I might put that point to the witnesses from the ESRI and Professor Kinsella. Did they expect to see something for landlords in the budget? I am not asking if they would like to see it but if they expected to see it.
