Seanad: Registration of Deeds and Title Bill 2004: Committee Stage. (14 Jun 2005)

Jim Walsh: Next Tuesday.

Seanad: Registration of Deeds and Title Bill 2004: Committee Stage. (14 Jun 2005)

Jim Walsh: I welcome the amendments. The Minister gave us a clear signal in this regard on Second Stage and there was a general welcome for the property registration authority and the introduction of computerisation in this area. The Minister is correct in seeking to have all land registered, as a great deal of land is unregistered for various reasons. Tidying up the registration of land is a step in...

Seanad: Registration of Deeds and Title Bill 2004: Committee Stage. (14 Jun 2005)

Jim Walsh: It was 1987.

Seanad: Registration of Deeds and Title Bill 2004: Committee Stage. (14 Jun 2005)

Jim Walsh: The Minister reduced our income by £1 million in the following year. Not one councillor needed to make any suggestion as to where else the amount could be found. The manager brought forward proposals showing exactly where the money could be saved when, in the previous year, £100,000 of a saving would have collapsed the whole local authority. As such, I am coming to this debate with some...

Seanad: Disability Bill 2004: Committee Stage. (14 Jun 2005)

Jim Walsh: Is the amendment being pressed?

Seanad: Disability Bill 2004: Committee Stage. (14 Jun 2005)

Jim Walsh: I understand that the rule also applies in the Dáil and that it is a matter for the Executive. Perhaps the matter could be looked at by the Committee on Procedure and Privileges and it might be useful to provide an explanatory note so that Senators would understand the situation better.

Seanad: Disability Bill 2004: Committee Stage. (14 Jun 2005)

Jim Walsh: The Dáil observes the same rule. The Committee on Procedure and Privileges can examine the matter, but I presume the constitutional position will prevail. Perhaps Senators should be given an explanation so that they better understand the situation.

Seanad: Disability Bill 2004: Committee Stage. (14 Jun 2005)

Jim Walsh: I accept the Senator was making a genuine point.

Seanad: Disability Bill 2004: Committee Stage. (14 Jun 2005)

Jim Walsh: Amendments Nos. 5 and 6 have been ruled out of order as they involve a potential charge on the Revenue.

Seanad: Disability Bill 2004: Committee Stage. (14 Jun 2005)

Jim Walsh: As amendment No. 9 is an alternative to amendment No. 8, amendments Nos. 8 and 9 may be discussed together, by agreement.

Seanad: Disability Bill 2004: Second Stage (Resumed). (2 Jun 2005)

Jim Walsh: I welcome the Minister of State, Deputy Michael Ahern, to the House. With regard to the comments made by Senator John Paul Phelan, I have spoken to many people in the disability sector and have noted that while they would like the legislation to go further, they all acknowledge, in a fairly objective way, that it is a very significant contribution to improving the lot of those who are...

Seanad: Nursing Homes: Statements. (1 Jun 2005)

Jim Walsh: I welcome the Minister of State, Deputy Seán Power. He is a man who calls it as he sees it which is what is required in this situation. Undoubtedly this is a litmus test for how we care for the most vulnerable, the young and the aged, in our society. Unfortunately, there have been serious failures in that regard in the specific case of Leas Cross. As was stated by Senator Feeney and endorsed...

Seanad: Nursing Homes: Statements. (1 Jun 2005)

Jim Walsh: No system should pay people who do not perform. I know that within the public service there are people who have opted out for whatever reason, such as disappointment over not being promoted or a lack of motivation. One of the great problems in the public service is the security of jobs for life. This should not be the situation. People should be paid and their jobs should be dependent on...

Seanad: Disability Bill 2004: Second Stage. (31 May 2005)

Jim Walsh: When is it proposed to sit again?

Seanad: Anti-Social Behaviour: Motion. (11 May 2005)

Jim Walsh: I move amendment No. 1: To delete all words after "Seanad Éireann" and substitute the following: "—welcomes the initiative of the Minister for Justice, Equality and Law Reform in proposing a system of anti-social behaviour orders in December 2004 for inclusion in the Criminal Justice Bill; —notes the subsequent expression of support in April 2005 for these measures by the larger parties...

Seanad: Anti-Social Behaviour: Motion. (11 May 2005)

Jim Walsh: I welcome this timely debate as anti-social behaviour is undoubtedly a problem in inner cities and towns throughout the country. The Minister and the Acting Chairman were subjected to a minor aspect of it this evening with the unruly behaviour in the Chamber, and the Acting Chairman had great difficulty in bringing it under control. It shows the difficulties that victims of such behaviour...

Seanad: Anti-Social Behaviour: Motion. (11 May 2005)

Jim Walsh: Despite its low profile, those on the trip found it very informative. We were given an insight into the approach to policing in a major metropolis. As one need not reinvent the wheel, police in London had copied many initiatives from Amsterdam and, particularly, Chicago, which has very strong community policing arrangements. One of the most significant community policing activities in London...

Seanad: Registration of Deeds and Title Bill 2004: Second Stage (Resumed). (5 May 2005)

Jim Walsh: On Wednesday, 11 May.

Seanad: Hospital Accommodation. (5 May 2005)

Jim Walsh: Cuirim fáilte roimh an Aire seo inniu. Before putting forward the case for Wexford General Hospital with which the Minister and the Tánaiste are familiar, it is appropriate to note recent investment in the hospital. This has included some innovations which are a credit to the former health board and to the staff, management and consultants in the hospital. A day care centre for elderly...

Seanad: Registration of Deeds and Title Bill 2004: Second Stage (Resumed). (5 May 2005)

Jim Walsh: Cuirim fáilte roimh an Aire go dtí an Teach inniu chun an Bille seo a phlé. This simple Bill has generated much discussion and debate in the House, which is indicative of the important role land has played in the history of our country. Listening to Senator Norris I was reminded of my younger days and my grandparents complaining about their family being dispossessed during the Famine to...
