If the Minister now says that the Bill will be published towards the end of July, and if the committee has not published a report on its prelegislative scrutiny by then, will we have a situation where prelegislative scrutiny is completely pointless, if the Minister and the Government are going to publish the Bill without taking the committee's views into account?
