Patrick O'Donovan: What it refers to is the refurbishment and fit-out of office accommodation. It includes cultural institutions, the building programmes for the Garda and Garda cell upgrades. Patrick O'Donovan: The biggest part of the work in the Four Courts is the dome, which has crumbled as a result of the restoration that was done after the Civil War and has to be done again. If you pass it, Chairman, you can see it is being reconstructed at the moment.
