Clare Daly: Like Deputy Lisa Chambers, I was thinking of capacity issues. Using our bad wards of court system which the committee has investigated as an excuse not to implement the recommendation of the Ombudsman is a little poor. There were 40 cases of people with capacity and 17 remain. Are all of them dead?
