Eamon Ryan: In accordance with the provisions of Section 13 of the Roads Act 1993, each local authority has statutory responsibility for the improvement and maintenance of their regional and local roads. Works on these roads are funded from local authorities' own resources and are supplemented by State Road grants. Written Answers — Department of Transport, Tourism and Sport: Departmental Advertising (5 Dec 2023)

Eamon Ryan: The Department of Transport has utilised advertising on X (formerly Twitter) to support information and communication campaigns. The Department has not placed paid advertisements on X since early 2023. The Department keeps all forms of communication to the public, including social media advertising, under consistent review in order to maximise effectiveness. The Department’s social...

Eamon Ryan: As Minister for Transport, I have responsibility for policy and overall funding in relation to public transport. The National Transport Authority (NTA) has responsibility for the planning and development of public transport infrastructure, including the provision of transport hubs/park and ride facilities. Noting the NTA's responsibility in the matter, I have referred the Deputy's...

Written Answers — Department of Transport, Tourism and Sport: Flood Risk Management (5 Dec 2023)

Eamon Ryan: I propose to take Questions Nos. 185 and 186 together. The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from local authorities' own resources supplemented by State road grants. The initial selection and prioritisation of...

Written Answers — Department of Transport, Tourism and Sport: Public Sector Pensions (5 Dec 2023)

Eamon Ryan: As the Deputy may be aware, the CIÉ Group is actively engaged in introducing changes to their pension schemes aimed at rectifying the significant deficit in order to meet the statutory Minimum Funding Standard (MFS) required by the Pensions Authority. The changes also aim to sustain the pension schemes into the long-term. As of end December 2022, the Balance Sheet deficit for the two...

Written Answers — Department of Transport, Tourism and Sport: Rail Network (5 Dec 2023)

Eamon Ryan: The All-Island Strategic Rail Review is being undertaken by the Department of Transport in cooperation with the Department for Infrastructure in Northern Ireland. It will inform the development of the railway sector on the Island of Ireland over the coming decades. The Review is considering the future of the rail network with regard to the following ambitions: improving sustainable...

Ceisteanna Eile - Other Questions: Rail Network (30 Nov 2023)

Eamon Ryan: The most immediate matter is the deployment of those ICRs. That will happen next year, as I said, and I will look for them to be deployed as quickly as possible. We have a budget issue in that we have so many different new public transport services to be put in place that we have to make sure we have the budget allocation for all of them. I am confident we can do that. Iarnród...

Ceisteanna Eile - Other Questions: Rail Network (30 Nov 2023)

Eamon Ryan: I very much accept the Deputy's comments. He represents his constituents well. There is an urgent need for us to switch. The M7 motorway in is completely jammed. The M50 is at full capacity. We have no additional road capacity. We have to start switching people to public transport, especially on the likes of the Kildare line, where the numbers and the demand are so large.

Ceisteanna Eile - Other Questions: Transport Infrastructure Ireland (30 Nov 2023)

Eamon Ryan: I thank the Deputy. I wish to advise the Deputy that I have been made aware of the ongoing issue of access at Clongriffin train station. It is my understanding that the current access from the east side of the station in Baldoyle is a stairwell and lift connecting to a bridge over the railway. This was built some years ago by a private developer and is not in the ownership or...

Ceisteanna Eile - Other Questions: Transport Infrastructure Ireland (30 Nov 2023)

Eamon Ryan: I absolutely agree with the Deputy. I commit to taking a personal interest in this, because it is not acceptable in the public realm and the fact that this mixture of assets is not being maintained or accessible. This is a 400-space car park that is not being used at a time when we are talking about using existing assets. The fact that various different developers are now in ownership of...

Ceisteanna Eile - Other Questions: Transport Infrastructure Ireland (30 Nov 2023)

Eamon Ryan: I support what all three Deputies have said. We are all agreed on this and I will ensure we make it a top priority to come to a resolution between the various parties.

Ceisteanna Eile - Other Questions: Rail Network (30 Nov 2023)

Eamon Ryan: I thank the Deputy. As part of Government’s continued investment in improving our rail network, the DART+ programme will extend and enhance the current DART system and services west to Maynooth and Celbridge-Hazelhatch. The DART+ fleet project will also introduce electric and battery electric units to the DART network over time, and may allow for the introduction of DART services...

Ceisteanna Eile - Other Questions: Rail Network (30 Nov 2023)

Eamon Ryan: The bridge will cost something. The project will be paid for from the same budget that we need for a range of other projects. I have asked officials to contact TII. I have also asked them to look at that issue, because I was informed of it. We need to get clarity about the planning. I understand that it may have been a condition of the planning that the bridge would be reinstated in the...

Ceisteanna Eile - Other Questions: Rail Network (30 Nov 2023)

Eamon Ryan: The strategic rail review did a good job. There were further proposals for rail lines, particularly in the Border counties, running from Mullingar, through Cavan and Monaghan, towards Portadown. That is a strategically important route. We have to go back to the particular case from earlier. We have to be careful. We cannot do everything. While I would love to see a railway line reopen...
