It just strikes me often that when economics wins out at the intersection between economics and health, it is invariably people in low to middle-income countries who lose out. Louise O'Reilly: On that, Mr. O'Connor says the skills and ingredients might not be available locally and that certain amounts of product are being destroyed because the capability does not exist. I want to understand that because it strikes me that, if it is true, it is a fairly reasonable explanation. If there is evidence to suggest that is not the full picture, we should hear it.
