Joint Oireachtas Committee on Children and Youth Affairs: Governance Issues in Scouting Ireland: Discussion (4 Dec 2019)

Kathleen Funchion: Yes.

Joint Oireachtas Committee on Children and Youth Affairs: Governance Issues in Scouting Ireland: Discussion (4 Dec 2019)

Kathleen Funchion: May I ask a brief follow-up question? If a parent contacts Scouting Ireland and says that he or she is concerned about a given volunteer, will that volunteer be suspended from that role pending an investigation? As Mr. Tennant will know from a previous life, that happens all the time. It is not necessarily a matter of saying that someone is guilty. He or she is just suspended without...

Joint Oireachtas Committee on Children and Youth Affairs: Governance Issues in Scouting Ireland: Discussion (4 Dec 2019)

Kathleen Funchion: I understand that.

Joint Oireachtas Committee on Children and Youth Affairs: Governance Issues in Scouting Ireland: Discussion (4 Dec 2019)

Kathleen Funchion: That is the thing. Such a suspension respects that person's rights but it also means the person is prevented from dealing with children during the investigation. If Scouting Ireland really wants to change things, that has to be dealt with promptly.

Joint Oireachtas Committee on Children and Youth Affairs: Governance Issues in Scouting Ireland: Discussion (4 Dec 2019)

Kathleen Funchion: I agree with that 100%.

Joint Oireachtas Committee on Children and Youth Affairs: Governance Issues in Scouting Ireland: Discussion (4 Dec 2019)

Kathleen Funchion: I will ask a follow-up question next, but for clarity, is Dr. Lawlor saying Scouting Ireland is open to a public inquiry?

Joint Oireachtas Committee on Children and Youth Affairs: Governance Issues in Scouting Ireland: Discussion (4 Dec 2019)

Kathleen Funchion: I know, but if Mr. Tennant were-----

Joint Oireachtas Committee on Children and Youth Affairs: Governance Issues in Scouting Ireland: Discussion (4 Dec 2019)

Kathleen Funchion: What would be Scouting Ireland's opinion on that?

Joint Oireachtas Committee on Children and Youth Affairs: Governance Issues in Scouting Ireland: Discussion (4 Dec 2019)

Kathleen Funchion: My final question is linked to that. When Tulsa was before the committee some weeks ago, I asked it the same thing around independent reviews, appeals or inquiries generally. What is Scouting Ireland's view on that? Any organisation that deals with children and that is getting public money should be open to that. It shows it has nothing to hide. I ask it not only of Scouting Ireland but...

Select Committee on Children and Youth Affairs: Supplementary Estimates for the Public Services 2019
Vote 40 - Children and Youth Affairs
(3 Dec 2019)

Kathleen Funchion: I apologise for coming in late to the Minister's presentation. No data concerning efficiency are available from 2014 to 2018. I refer to the conclusions and key findings in the report. Between 2014 and 2018, it states insufficient data were collected on the level of expenditure and the number of staff at the service programme level for the years 2014 to 2018 to allow for an evaluation of...

Select Committee on Children and Youth Affairs: Supplementary Estimates for the Public Services 2019
Vote 40 - Children and Youth Affairs
(3 Dec 2019)

Kathleen Funchion: The spending review for 2019 published by the Department of Public Expenditure and Reform. I referred to the conclusions and key findings relating to efficiency. I am concerned because any organisation that receives funding says that it has to do its paperwork and comply with red tape. A great deal of information is required of them and they must answer many questions, rightly so. Yet,...

Select Committee on Children and Youth Affairs: Supplementary Estimates for the Public Services 2019
Vote 40 - Children and Youth Affairs
(3 Dec 2019)

Kathleen Funchion: I would like the Minister to do that because I am concerned about a lack of data for four full years.

Select Committee on Children and Youth Affairs: Supplementary Estimates for the Public Services 2019
Vote 40 - Children and Youth Affairs
(3 Dec 2019)

Kathleen Funchion: Yes, it is a long period. It is fair enough if Tusla is going to improve but we still need information for that period. It is not acceptable for an organisation not to be accountable for four years of public money.

Select Committee on Children and Youth Affairs: Supplementary Estimates for the Public Services 2019
Vote 40 - Children and Youth Affairs
(3 Dec 2019)

Kathleen Funchion: The report does not say that.

Select Committee on Children and Youth Affairs: Supplementary Estimates for the Public Services 2019
Vote 40 - Children and Youth Affairs
(3 Dec 2019)

Kathleen Funchion: Will the Minister come back to us with information?

Written Answers — Department of Justice and Equality: Residency Permits (26 Nov 2019)

To ask the Tánaiste and Minister for Justice and Equality if holders of the stamp 4S permission will be regarded as non-compliant with the conditions of the permission if they avail of a national childcare scheme subsidy; and if he will make a statement on the matter. [49146/19]

Written Answers — Department of Health: Disability Services Provision (26 Nov 2019)

Written Answers — Department of Employment Affairs and Social Protection: Unfair Dismissals (26 Nov 2019)

Kathleen Funchion: 485. To ask the Minister for Employment Affairs and Social Protection if a person cannot be dismissed from a job on the grounds that he or she is claiming the carer's allowance; and if she will make a statement on the matter. [48907/19]

Supporting Children out of Emergency Accommodation and into Homes: Statements (21 Nov 2019)

Kathleen Funchion: I am sharing time with Deputy Mitchell. I am always reluctant to discuss homelessness, and particularly child homelessness, in this way because it means it is accepted. We must first state that it is totally unacceptable, disgraceful and completely unfair. Those words are not even strong enough for the kids growing up in bed and breakfast accommodation, hotels or the family hubs about...
