Housing (Sale of Local Authority Housing) Bill 2016: Second Stage [Private Members] (20 Jul 2016)

Ruth Coppinger: Are they here?

Housing (Sale of Local Authority Housing) Bill 2016: Second Stage [Private Members] (20 Jul 2016)

Ruth Coppinger: I forgot about the two minutes, so I will have to speed up. I would not particularly like to thank Fianna Fáil for bringing this Bill before us because, of all the motions and Bills we need on the housing crisis, this one would be last on my list. Rent controls, penalties for land hoarding, and a challenge to the EU fiscal rules barring us from spending money that we have on building...

Housing (Sale of Local Authority Housing) Bill 2016: Second Stage [Private Members] (20 Jul 2016)

Ruth Coppinger: If the Deputy stops interrupting me I will give him the figures right now. I will tell him the damage this Bill will do. Anyone who deals with homeless people every day will say that the only source of permanent social housing now is existing council stock that becomes vacant. There is absolutely nothing new being built. Figures from the Department of the Environment, Community and Local...

Other Questions: Transatlantic Trade and Investment Partnership (20 Jul 2016)

Ruth Coppinger: On a point of order, could I just clarify something?

Other Questions: Transatlantic Trade and Investment Partnership (20 Jul 2016)

Ruth Coppinger: Last week when Other Questions were being taken there was a grouping of similar questions.

Other Questions: Transatlantic Trade and Investment Partnership (20 Jul 2016)

Ruth Coppinger: Is that being done in the case of this Department? It is very confusing for Members, as we do not know whether to come to the Chamber or not. I have tabled a question similar to the ones asked by Deputy Mick Wallace and Deputy Maurice Quinlivan.

Other Questions: Transatlantic Trade and Investment Partnership (20 Jul 2016)

Ruth Coppinger: No.

Equal Participation in Schools Bill 2016: First Stage (20 Jul 2016)

Ruth Coppinger: I move: "That the Bill be taken in Private Members' time."

Equal Participation in Schools Bill 2016: First Stage (20 Jul 2016)

Ruth Coppinger: I move:That leave be granted to introduce Bill entitled an Act to end religious discrimination in admission to primary and post-primary educational establishments and to provide for full participation of pupils of all faiths and none in primary and post-primary educational establishments. We live in a State where in school admissions, it is perfectly legal to discriminate against a child...

Questions on Proposed Legislation (20 Jul 2016)

Ruth Coppinger: Has the Government any plans to bring forward legislation regarding child care costs in this country? Child care costs in Ireland are the most expensive in Europe. For many families, this cost is the equivalent of a second mortgage. Ireland spends approximately one quarter of the amount spent by other countries on child care. In France, a person can access a child care place for...

Questions on Proposed Legislation (20 Jul 2016)

Ruth Coppinger: They have nothing to do with child care costs.

Questions on Proposed Legislation (20 Jul 2016)

Ruth Coppinger: Those issues have nothing to do with child care costs, in respect of which, obviously, the Government has no plans.

Written Answers — Department of Education and Skills: Student Grant Scheme Eligibility (20 Jul 2016)

Ruth Coppinger: 173. To ask the Minister for Education and Skills to revise the criteria for a student to live three of the past five years in the European Economic Area and/or Switzerland to be eligible for the student grant scheme given this is a barrier to many returning emigrants seeking to enter education; and if he will make a statement on the matter. [23229/16]

Housing Strategy: Statements (19 Jul 2016)

Ruth Coppinger: We all want to see a different mix of people in estates.

Housing Strategy: Statements (19 Jul 2016)

Ruth Coppinger: The Minister is continually interrupting.

Housing Strategy: Statements (19 Jul 2016)

Ruth Coppinger: Perhaps the Acting Chairman would allow me a couple of additional minutes to allow for the interruptions. Some 25% to 30% of the housing on council-owned land will be social housing and 75% will be privately mortgaged or, to use the new term, "affordable rental" houses. What does affordable rental mean? Perhaps the Minister will clarify if I am correct that it is 70% to 80% of market rent....

Housing Strategy: Statements (19 Jul 2016)

Ruth Coppinger: We are in the midst of the biggest housing crisis this State has ever seen. The Minister's plan proposes yet more focus on private developers to resolve this, yet this is the same market that caused the problem in the first place. The Minister has now introduced a new element by making it crystal clear that public land - the most precious way we have of resolving the housing crisis - is to...

Housing Strategy: Statements (19 Jul 2016)

Ruth Coppinger: It is up to 75%, as well as money upfront for Part Vs and a range of other rewards. The Minister never listens to anything we have to say, but will he listen to the CEO of NAMA? He said it is not that housing is unprofitable for private developers, it is just not profitable enough. Apparently a profit of €20,000 is not enough for them, so the Minister is now proposing to reward them...
