Martin Conway: As it stands, the Minister is the person who makes the decision, but the Policing Authority is the organisation that is supposed to have the expertise to make the recommendation to the decision-maker.

Martin Conway: I will not dwell on it much further. The legislation, as flawed and incomplete as it may be, had a role in recommending policy, in terms of the role of the Policing Authority. I suggest the convention that witnesses do not comment on policy is somewhat different for the Policing Authority.
