Vote 21 - Prisons
(17 Jan 2019)

Marc MacSharry: I promise to not take too much longer. I understand that mess committees are registered charities and limited companies. Have they memoranda and articles of association? Is all the money that comes in...

Vote 21 - Prisons
(17 Jan 2019)

Marc MacSharry: I am interested in ensuring that proper procedures are in place in governance, handling cash and handling the State's money. Unfortunately, there appears to be a free-for-all with mess committees that puts Templemore in the ha'penny place.

Marc MacSharry: If there are industrial relations reasons for that, let us know. Shelton Abbey has a public café. A celebrity chef was there to open it. Is that run in a similar way or through the accounts of Shelton Abbey? I think it is run by the prisoners.

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 21 - Prisons
(17 Jan 2019)

Marc MacSharry: I do not know whether this is a function of the Department or whether the Minister or the Government would have to be consulted in order to do it, but in light of the discussion we have just had on other matters I strongly suggest that an expert in internal audit be included on the business process review team.

Marc MacSharry: I am sure the Comptroller and Auditor General could recommend somebody if he does not have spare resources of his own. The Department might drop us a note if it intends to proceed with doing that. I am sorry for being hard on the witnesses. I know I can be abrupt and difficult but that is the job. I thank them very much.

Public Accounts Committee: 2017 Annual Report of the Comptroller and Auditor General and Appropriation Accounts

Marc MacSharry: I also want to thank everyone, and to wish Ms McCaffrey and Mr. O'Driscoll the very best of everything with their new roles. I hope we can get to the bottom of some of the issues raised, which would be in their own interest. I have no doubt about their commitment to their roles. The first thing I said was that new brooms sweep clean.

Nurses and Midwives: Motion [Private Members] (16 Jan 2019)

Marc MacSharry: I welcome the president of the INMO, Ms Martina Harkin-Kelly, and its general secretary, Ms Phil Ni Sheaghdha, with their colleagues, and I thank them for taking the time. The Minister gave some analogies but he did not compare like with like. We all know there are pay agreements and the INMO is well aware that €300 million is not available to deal with the issue in one go. It is...

Rural Crime: Motion [Private Members] (15 Jan 2019)

Marc MacSharry: I am thankful for this opportunity and I thank the Rural Independent Group for using its time for this important issue. I join others in commending our gardaí in communities throughout the country on the hard work they do on their behalf. That said, through no fault of their own, we can provide a template such that they can be even more effective. Consecutive Governments over the...
