Micheál Martin: Question No. 4 asks about the implementation of the programme for Government. I do not think the Taoiseach has enough staff to follow what the Minister for Health is doing but he needs to make sure that some of his staff stop the Minister from deliberately massaging the figures and setting up false targets.
