- Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021: Discussion (2 Mar 2022)
Jerry Buttimer: My total contribution can be distilled into the safety issue. We all accept the argument about reducing congestion and we are all in favour of climate action. We must consider how to address parking problems as well, as we do not want our footpaths or pavements littered with electric scooters. There is also the question of speed, age verification and helmets. A fundamental concern of mine...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021: Discussion (2 Mar 2022)
Jerry Buttimer: Is that a universally accepted view? There seems to be some confusion about it. Can we take it that everyone here today agrees that footpaths will be a no-go area?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021: Discussion (2 Mar 2022)
Jerry Buttimer: The apple does not fall far from the tree.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021: Discussion (2 Mar 2022)
Jerry Buttimer: I am conscious of time. I welcome all the witnesses and thank them for being here. I will start with Mr. Pencharz. In fairness to him, he is probably no stranger to parliamentary committees. To be fair to him also, e-scooter safety is something he has pioneered in the context of his company. He has an app that has been very good, which I have looked at in advance of today's meeting. I...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021: Discussion (2 Mar 2022)
Jerry Buttimer: I found the focus on speed and different levels of permission for payment on the app very impressive.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021: Discussion (2 Mar 2022)
Jerry Buttimer: The slow-ride zones and no-ride zones are built into the app. Today, in the city of Bristol the e-scooter scheme was extended again until November. It impressed me that the operation of the scheme was suspended from a safety point of view between Christmas and New Year. What have the learnings been from Bristol? There were 90 accidents over a four-week period. We can learn from the...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021: Discussion (2 Mar 2022)
Jerry Buttimer: I thank Mr. Pencharz for his presentation. I have been watching the pilot in Bristol with interest. I congratulate him on his proactivity. My colleagues and I have met with various people and engaged on safety, which is an issue of great concern to me. In Mr. Robertson's presentation, he mentioned case studies in London and Barcelona as part of his work in this area. It is fair to say...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Road Traffic and Roads Bill 2021: Discussion (2 Mar 2022)
Jerry Buttimer: On the competitive element outside of Dublin and on a population basis, is that model sustainable in Cork, Limerick, Waterford and Galway?
- Seanad: An tOrd Gnó - Order of Business (1 Mar 2022)
Jerry Buttimer: I join others in paying tribute to the giant, colossus of a man that was iar-Sheanadóir John A. Murphy. I had the pleasure of knowing him and of meeting him on many occasions. I enjoyed many a robust debate with him, in particular around the marriage equality referendum in 2015 on which we disagreed, but we agreed to disagree. In this Chamber, in his teachings and in his writings he...
- Seanad: An tOrd Gnó - Order of Business (22 Feb 2022)
Jerry Buttimer: I ask that the Leader and the House would consider issuing an invitation to the Chief Medical Officer, Dr. Tony Holohan, to address Seanad Éireann on the occasion of the wind-up of NPHET. It would be a fitting end to a pandemic that on behalf of the nation, we would afford Dr. Holohan an opportunity to address the Seanad on the handling and management of the pandemic. As a nation, we...
- Seanad: An tOrd Gnó - Order of Business (17 Feb 2022)
Jerry Buttimer: Hear, hear.
- Seanad: An tOrd Gnó - Order of Business (17 Feb 2022)
Jerry Buttimer: At the outset, I welcome into the Visitors Gallery Gabby Hagman from Idaho, who is here as part of a global experience programme. I wish her well during her time in Ireland. I ask the Deputy Leader to facilitate a rolling debate on the importance of our aviation and hospitality and tourism sectors. I do so today conscious that Ryanair has announced seven new routes out of Cork Airport and...
- Committee on Public Petitions: Election of Vice Chairman (17 Feb 2022)
Jerry Buttimer: I propose Deputy Cormac Devlin for the position.
- Committee on Public Petitions: Annual Reports of the Press Council of Ireland and Office of the Press Ombudsman: Press Ombudsman (17 Feb 2022)
Jerry Buttimer: I welcome Mr. Feeney to our meeting and thank him for his presentation and time. Taking up from where the Chair finished, in the context of the initiation of complaints, Mr. Feeney said that "Complaints can only be considered about something that has been published in the last three months". Why is it that prescriptive? For example, if a newspaper were to write an article that someone...
- Committee on Public Petitions: Annual Reports of the Press Council of Ireland and Office of the Press Ombudsman: Press Ombudsman (17 Feb 2022)
Jerry Buttimer: If a member of the public wanted to make a complaint to the Press Ombudsman beyond the three-month period, Mr. Feeney would be open to looking at it.
- Committee on Public Petitions: Annual Reports of the Press Council of Ireland and Office of the Press Ombudsman: Press Ombudsman (17 Feb 2022)
Jerry Buttimer: In response to Mr. Feeney's remark that "many complaints are resolved at conciliation" and going back to the Chair's contribution regarding redress, it irks me on behalf of many people - and I know we have already gone over this aspect - that the apology or clarification, in some cases, is so minute or, in many cases, so hidden, that it is actually very unfair.
- Committee on Public Petitions: Annual Reports of the Press Council of Ireland and Office of the Press Ombudsman: Press Ombudsman (17 Feb 2022)
Jerry Buttimer: Correct.
