James Bannon: Can the Taoiseach tell me precisely when we can expect the national monuments Bill, or will it remain a monument to the Government's inefficiency? This Bill was originally promised back in 2003 and has not seen the light of day yet. Shame on the Taoiseach that this has not happened.
