Micheál Martin: It is farcical. There is no HSE governing board. The serious issue is that the chief executive of the HSE has indicated the assumptions underlying the health Estimate are no longer valid.

What we are currently experiencing is farcical. There is no governance structure in place and there will not be one before the end of this year. It is absolutely disgraceful.
