Martin Conway: I will not dwell on it much further. The legislation, as flawed and incomplete as it may be, had a role in recommending policy, in terms of the role of the Policing Authority. I suggest the convention that witnesses do not comment on policy is somewhat different for the Policing Authority.

Martin Conway: I am privileged that tomorrow I will launch a report on the economic cost of sight loss, carried out by the National Council of the Blind and the Vincentian Partnership for Social Justice. I meant to mention the extra cost with which those with sight loss who engage and are part of the workforce are burdened. The Minister of State should consider that issue.
