Joan Burton: We are now asked to debate the spending of that €184 billion in 65 minutes. The Labour Party will get an allocation of 15 minutes to be shared between myself and Deputy Quinn. That is not adequate. It is not an insult particularly to this House, it is an insult to the voters who for the first time in Irish history will pay the bulk of that €184 billion.
