Joint Oireachtas Committee on Health: Neurology and Neurorehabilitation Healthcare Strategies: Discussion (15 May 2024)

Martin Conway: I have no doubt about the bona fides and the commitment of the people on that committee. Clearly, in a positive way, they all have a vested interest to get it over the line. It would be interesting to see where the blockages are. Administrative blockages is a very broad term. What exactly are the administrative blockages? I had to leave the room earlier but I was following proceedings on...

Joint Oireachtas Committee on Health: Neurology and Neurorehabilitation Healthcare Strategies: Discussion (15 May 2024)

Martin Conway: That is no hassle.

Seanad: Nithe i dtosach suíonna - Commencement Matters: School Transport (14 May 2024)

Martin Conway: Before I bring Senator Byrne in for his supplementary question, I welcome a very good friend and guest of Senator Aidan Davitt to the House, Emmet Creighton. I believe heartiest congratulations are due to Mr. Creighton on the birth of his new baby. Congratulations from us all here in the Seanad. We hope you have a wonderful day. We are doing Commencement matters, which provide an...

Martin Conway: I welcome the guests here this afternoon with our colleague, Senator Clonan. They are transition year students. We have Emily, who is from Athy, which is in Senator O'Loughlin's constituency, as is Lulu, who is from Kildare, also in Senator O'Loughlin's constituency. I welcome James and Theo, who are from Blackrock College. I hope they have a good day here in Leinster House, that they...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Hospital Services (14 May 2024)

Martin Conway: I thank the Minister of State for his time today. I know Tuesday is a very busy day so we appreciate his coming to the Seanad to take these Commencement matters.

Seanad: An tOrd Gnó - Order of Business (8 May 2024)

Martin Conway: Before I make my comments, I would like to extend my sympathies to the D'Arcy family, in particular former Senator Michael D'Arcy whom we all served with here for a number of years. Tomorrow is Europe Day, as the Cathaoirleach knows. We are having a debate in the House on the importance of Europe. It is a time to reflect on all of the benefits that this country has derived from its...

Joint Oireachtas Committee on Health: Implementation of Sláintecare Reforms: Department of Health and HSE (8 May 2024)

Martin Conway: I thank all the guests this morning. Thus far it has been quite informative. I will return to the issue of UHL and to Mr. McCallion specifically. This time last year, an expert team was sent in by the HSE at national level in April 2023. That expert team made recommendations. One would have to wonder whether those recommendations were implemented in full and whether an evaluation was...

Joint Oireachtas Committee on Health: Implementation of Sláintecare Reforms: Department of Health and HSE (8 May 2024)

Martin Conway: What is the difference between the expert team that went in last year and the support team that has gone in this year?

Joint Oireachtas Committee on Health: Implementation of Sláintecare Reforms: Department of Health and HSE (8 May 2024)

Martin Conway: I wish to be clear because the public is not clear on this point. The difference, essentially, between the support team this year and the expert team last year is personnel. It is not the terms of reference.

Joint Oireachtas Committee on Health: Implementation of Sláintecare Reforms: Department of Health and HSE (8 May 2024)

Martin Conway: The support team has been in there for a week; since Monday, I think. What is the initial preliminary update?

Joint Oireachtas Committee on Health: Implementation of Sláintecare Reforms: Department of Health and HSE (8 May 2024)

Martin Conway: In terms of the capacity review the six regional areas are currently engaged in, when and why was it decided a capacity review was needed?

Joint Oireachtas Committee on Health: Implementation of Sláintecare Reforms: Department of Health and HSE (8 May 2024)

Martin Conway: What timeline have the regional executive officers been given? When are they expected to report back on what capacity, if any, they require?

Joint Oireachtas Committee on Health: Implementation of Sláintecare Reforms: Department of Health and HSE (8 May 2024)

Martin Conway: I understand there will be scaling up with the two 96-bed blocks, a surgical hub, etc. What concerns me is the impression that is given that there could be a recommendation for a model 3 hospital. When I put that to Dr. Henry and others at a committee meeting last November, it was made abundantly clear that the clinical advice is absolutely cast iron that the recommendation is for the...

Joint Oireachtas Committee on Health: Implementation of Sláintecare Reforms: Department of Health and HSE (8 May 2024)

Martin Conway: When the regional executive officers are looking at the capacity issue, they are guided by clinical advice. Is that correct?

Joint Oireachtas Committee on Health: Implementation of Sláintecare Reforms: Department of Health and HSE (8 May 2024)

Martin Conway: It would be fair to say that on the basis of the clinical advice and evidence available, a model 3 hospital is most likely not on the cards. That is the case if the clinical advice is considered the overarching barometer that guides regional executive officers in their capacity evaluation.

Joint Oireachtas Committee on Health: Implementation of Sláintecare Reforms: Department of Health and HSE (8 May 2024)

Martin Conway: That is absolutely so.

Joint Oireachtas Committee on Health: Implementation of Sláintecare Reforms: Department of Health and HSE (8 May 2024)

Martin Conway: Some of us have gone on the airwaves and articulated points on the basis of clinical advice. As my colleague, Deputy Cullinane, said earlier nobody wants an unsafe hospital. Equally, however, nobody wants expectations to be created that will become unachievable. A narrative that creates expectations is a dangerous one. Are the terms of reference that have been issued to the regional...
