Alan Farrell: I thank the Chair. It is a rare occasion when I am muted. I appreciate Dr. Mathews's response on behalf of the INMO. It is important and I appreciate his making those points. Dr. Chochinov might have a view from the Canadian experience. Were additional supports provided to general practice and nurses in respect of service provision?

Select Committee on Housing, Planning and Local Government: Electoral (Amendment) Bill 2023: Committee Stage (23 Nov 2023)

Alan Farrell: I thank the committee for the opportunity to address this. This is pretty minor in the scheme of things, but like Deputy Smith, there is a certain identification which I think is important for any constituency. As the Minister knows well, having experienced the division of the constituency we share a number of years ago, especially Swords-River Valley out to Dublin West, the name of a...

Joint Oireachtas Committee on Transport, Tourism and Sport: Management of Passenger Numbers at Dublin Airport: Discussion (22 Nov 2023)

Alan Farrell: Mr. Jacobs is most welcome. I appreciate that he has been here for quite some time so I promise I will not keep him for too long. I have been listening for the last 40 minutes or so as my diary allowed it. I am finding it very difficult to square the circle of the commentary, particularly that of my colleague, Senator Doherty, and most especially, Deputy Matthews, who is the Chair of the...

Joint Oireachtas Committee on Transport, Tourism and Sport: Management of Passenger Numbers at Dublin Airport: Discussion (22 Nov 2023)

Alan Farrell: This is specifically related to the cap.

Joint Oireachtas Committee on Transport, Tourism and Sport: Management of Passenger Numbers at Dublin Airport: Discussion (22 Nov 2023)

Alan Farrell: We are not talking about the north runway.

Joint Oireachtas Committee on Transport, Tourism and Sport: Management of Passenger Numbers at Dublin Airport: Discussion (22 Nov 2023)

Alan Farrell: That is understood. I am speaking specifically about the 32 million passenger cap as imposed by the planning condition applied to the construction of terminal 2 and on the entire airport operation. My question is really simple. Mr. Jacobs has commented on this many times. He said he does not agree with what the members have put forward. He did not substantively agree or disagree with...

Joint Oireachtas Committee on Transport, Tourism and Sport: Management of Passenger Numbers at Dublin Airport: Discussion (22 Nov 2023)

Alan Farrell: But it again goes to passenger numbers and the credibility of the airport when it comes to making statements like "we are good neighbours" and "we are adhering to the cap". We demonstrably know the opposite is the case.

Alan Farrell: I am not finished.

Joint Oireachtas Committee on Transport, Tourism and Sport: Management of Passenger Numbers at Dublin Airport: Discussion (22 Nov 2023)

Joint Oireachtas Committee on Transport, Tourism and Sport: Management of Passenger Numbers at Dublin Airport: Discussion (22 Nov 2023)

Alan Farrell: I would love for Mr. Jacobs to respond.

Joint Oireachtas Committee on Transport, Tourism and Sport: Management of Passenger Numbers at Dublin Airport: Discussion (22 Nov 2023)

Alan Farrell: So do I, and I am not disputing that. I am talking about the people who have issues with it because of their interpretation of the planning law as it currently stands, and as interpreted by An Bord Pleanála in its 2020 decision, and by the 2006 planning permission. Therein lies the problem. I do not think it is a matter for the DAA, its board, or Mr. Jacobs as chief executive to...

Joint Oireachtas Committee on Transport, Tourism and Sport: Management of Passenger Numbers at Dublin Airport: Discussion (22 Nov 2023)

Alan Farrell: Correct.

Joint Oireachtas Committee on Transport, Tourism and Sport: Management of Passenger Numbers at Dublin Airport: Discussion (22 Nov 2023)

Alan Farrell: I ask the Chair for clarification. My apologies to Mr. Jacobs if he has already answered this question or made it clear. He mentioned under questioning from Senator Doherty that DAA would be close to, or at, the 32 million passengers for 2023. Did that include transfer passengers, or are the transfer passengers extra?

Joint Oireachtas Committee on Transport, Tourism and Sport: Management of Passenger Numbers at Dublin Airport: Discussion (22 Nov 2023)

Alan Farrell: Has the DAA corresponded with the Fingal County Council planning department as to whether that is its interpretation of the 2006 planning conditions?
