Jim O'Callaghan: If Google identifies a person who has bought an ad and who Google believes has been involved in some fraud on another person, where can Google report that or is that a responsibility of the victim of fraud who should be the complainant?

Jim O'Callaghan: For example, if an ad is put on Google, Google's verification process is not effective and the ad is advertising something that is a scam, a fraudulent sale or something like that, and if Google subsequently becomes aware of that, presumably Google removes the ad if it is satisfied that it is a scam. Is that correct?
