Alan Farrell: We must consider the nature of the difficulties with the hospital project and the potential for difficulties to arise in future projects. The largest capital project in the State is not the children's hospital, to correct my colleagues.

If as a State we are operating with procedures which have proved to be not without difficulty, how can this or future Governments, committees on finance, public expenditure and reform and transport and the Committee of Public Accounts have certainty about and stand over the figures put out through the Department of Public Expenditure and Reform and-or other Departments?
