- Written Answers — Department of Employment Affairs and Social Protection: Departmental Expenditure (13 Dec 2022)
Cian O'Callaghan: 390. To ask the Minister for Employment Affairs and Social Protection the total spend on rent supplement to date in 2022, broken down by county in tabular form; and if she will make a statement on the matter. [61685/22]
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: Too be clear, is it that while it was shown this would work out cheaper and better, it did not proceed because leasing had a bad reputation, even though this was leasing to own?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: I thank the four approved housing bodies for their contributions and opening statements and for all the very good work they do. The previous discussion on numbers gives some idea of the scale of the operations, and the significant growth there has been in scaling up over the last number of years, which also presents particular challenges. I have a few questions, the first of which is for...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: The issue was in the investment side feeling it was not ethical enough or something along those lines. Is that it?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: The point we should be taking from this is it certainly shows there is huge potential here and if we could get it right, it could get provide sustainable, cost-effective and ethical funding. Is that the conclusion the committee should be taking?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: I thank Mr. O'Connor. That is very helpful. Is Circle's proposal for a cap on the level of profits by builders and developers based on a particular model? Is it in place in other countries? Is Circle aware if it is grounded on other experience? I would like its representatives to tell us more about that. It was one of the many proposals it made.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: I thank Mr. Hannigan, and I will leave it there.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: It is not so much that we want the detail of the modelling. Even a summary would be very useful. If this committee is going to advance that proposal, we need something. The explanation given was helpful but we would like something more than that.
- Water Environment (Abstractions and Associated Impoundments) Bill 2022: Second Stage (8 Dec 2022)
Cian O'Callaghan: The way the Government is handling this legislation confuses me as it is unclear to me what it has absolute contempt for. Is it absolute contempt for the legislative process, democracy and the idea of pre-legislative scrutiny by the Oireachtas committee and scrutiny by the Dáil? Is it absolute contempt for the environment, water and biodiversity? Is it absolute contempt for compliance...

- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Emergency Departments (8 Dec 2022)
Cian O'Callaghan: 4. To ask the Minister for Health when the new and expanded emergency department at Beaumont Hospital is expected to be delivered; and if he will make a statement on the matter. [61446/22]
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Emergency Departments (8 Dec 2022)
Cian O'Callaghan: As the Minister will be aware, the population of Beaumont's catchment area has expanded massively since the hospital first opened, in 1987. While the healthcare staff in the emergency department do tremendous work in stressful and challenging conditions, the promise of a much-needed new and expanded emergency department has not been honoured to date. When can we expect work on the new,...
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Emergency Departments (8 Dec 2022)
Cian O'Callaghan: I thank the Minister for the reply. The people I talk to in my constituency every week, many of whom are elderly, tell me that despite the excellent work done by the staff in the emergency department, they are left waiting for hours in overcrowded conditions. They can be left on chairs and may not even be able to get a trolley. Elderly people who go into the emergency department in the...
- Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Emergency Departments (8 Dec 2022)
Cian O'Callaghan: I thank the Minister for the reply. When the hospital and its emergency department opened, the population in the area was much smaller. There has been significant growth in the population of the catchment area of Beaumont over the years, and that is one reason the works are very much overdue. They need to be progressed as quickly as possible as one element of the infrastructure needed at...

- Written Answers — Department of Culture, Heritage and the Gaeltacht: Water Services (8 Dec 2022)
Cian O'Callaghan: 241. To ask the Minister for Housing, Planning, and Local Government if he has sought a report from Irish Water regarding a matter (details supplied) in County Dublin as per his powers under the Water Services Acts; if not, if he intends to do so; and if he will make a statement on the matter. [61548/22]
- Joint Oireachtas Committee on Housing, Planning and Local Government: Regulation of Providers of Building Works and Miscellaneous Provisions Act 2022 (Appointment of Registration Body) Order 2022: Minister of State at the Department of Housing, Local Government and Heritage (8 Dec 2022)
Cian O'Callaghan: Likewise, I strongly oppose the appointment of CIF to be the register. In his opening statement, the Minister of State referred to how, "Given the wider functions of the CIF, there are a number of safeguards in place". That latter statement on safeguards given the other roles of the Construction Industry Federation is not a position we should be in. I mean we should not appoint a body to...
Cian O'Callaghan: I have one comment. I thank the Minister of State and it would be useful if he would write to the committee on the independent building standards regulator with an update on that. That would be very useful. To clarify the Minister of State's answer on the body that is to be appointed, which is in this case the Construction Industry Federation. The Minister of State said that if it is...
