Emmet Stagg: Therefore, the Minister can answer questions, which is the point. The Ceann Comhairle's proposals for Dáil reform were supposed to deal with this particular issue. I would like to see them brought forward quickly because there is a range of issues which we cannot ask questions about, although we could do so previously. In the absence of Deputy Mary O'Rourke we cannot ask the questions.
