Michael D Higgins: We signed the convention in December 2003 and it becomes an instrument, with the completion of the 90 day period following the 30 ratifications required, on 14 December 2005. Is the Minister in a position to state that he will have brought proposals before Cabinet for such adjustments to domestic legislation before that implementation date?
