Written Answers — Department of Agriculture, Food and the Marine: Agrifood Sector (26 Mar 2019)

Michael Creed: The main targets set out in the Food Harvest report published in 2010 were, by 2020, to increase the value of primary output by 33% and agrifood exports by 40% (both from a 2007-09 average baseline); and to increase value added production by 40% (from a 2008 baseline). In addition to these value increases, a target was set for a 50% increase in milk production by 2020, to be progressed...

Written Answers — Department of Agriculture, Food and the Marine: Tillage Sector (26 Mar 2019)

Michael Creed: As I outlined in response to a question from the Deputy last month, tillage is an integral component of our Agrifood industry, making a significant contribution to overall agricultural output. Crops including horticulture, contribute approximately €700m annually to agricultural output at farm gate prices. The cereals sector is a major contributor of high quality grain to...

Written Answers — Department of Agriculture, Food and the Marine: Animal Welfare (26 Mar 2019)

Michael Creed: I am fully committed to promoting good practices that respect the welfare of all animals and my Department devotes considerable resources to protecting animal welfare and in dealing with breaches of animal welfare legislation. Officials from my Department are directly involved in monitoring  animal welfare on farms as part of their inspection duties  in the areas of animal...

Written Answers — Department of Agriculture, Food and the Marine: Food Imports (26 Mar 2019)

Michael Creed: Food products placed on the European marketplace are covered by a range of legislation designed to ensure that products supplied to consumers are of the highest safety standards.  My Department plays a part in the enforcement of this legislation along with Competent Authorities in other Member States, other Irish Government departments and State Agencies such as the Food Safety Authority...

Written Answers — Department of Agriculture, Food and the Marine: Beef Industry (26 Mar 2019)

Michael Creed: I am very conscious of the role played by the beef sector in sustaining the rural economy and rural communities across Ireland. I am aware of the current challenges facing beef farmers, with a sustained period of low prices, following on from additional costs last year arising from the unprecedented weather events. However, as Minister, I cannot intervene directly in any...

Seanad: Sea-Fisheries (Amendment) Bill 2017: Committee Stage (Resumed) (14 Mar 2019)

Michael Creed: I thank Senator Nash. Senator Norris has proposed an amendment that would seek to remove section 10(1)(a) from the Bill. The effect of this proposed amendment would be to remove the principle of access for sea-fishing boats owned and operated in Northern Ireland to fish in our zero to six nautical mile zone. Quite frankly, I am perplexed at this position from a self-described southern...

Seanad: Sea-Fisheries (Amendment) Bill 2017: Committee Stage (Resumed) (14 Mar 2019)

Michael Creed: I propose to address the amendments as tabled and then take up some of the points raised.

Seanad: Sea-Fisheries (Amendment) Bill 2017: Committee Stage (Resumed) (14 Mar 2019)

Michael Creed: I appreciate the spirit in which the debate has been conducted by all Members. Amendments have been proposed by Senators Daly, Wilson and Mac Lochlainn which seek to apply a restriction to the size of sea-fishing boats to which section 10(1)(a) will apply. Amendment No. 3 would limits the size of boats to not more than 15 m in length. Senator Nash seeks to restrict it to not more than 12 m...

Seanad: Sea-Fisheries (Amendment) Bill 2017: Committee Stage (Resumed) (14 Mar 2019)

Michael Creed: Never. A related part of this issue is still before the courts so I am constrained as regards the comments I can make on it, even if in other circumstances I would be willing to make them. It was said that this involved the management of a natural resource. The lack of an Executive in Northern Ireland is not making it any easier to proceed with the management arrangements that are provided...

Seanad: Sea-Fisheries (Amendment) Bill 2017: Committee Stage (Resumed) (14 Mar 2019)

Michael Creed: It does not do so when a court case is ongoing. It is rare.

Seanad: Sea-Fisheries (Amendment) Bill 2017: Committee Stage (Resumed) (14 Mar 2019)

Michael Creed: Inshore.

Seanad: Sea-Fisheries (Amendment) Bill 2017: Committee Stage (Resumed) (14 Mar 2019)

Michael Creed: I thank the Senator for raising the issue. Its complexity is reflected in the fact that, a moment ago, he described his understanding that a fisherman from Donegal with a Northern licence had been detained by the SFPA.

Seanad: Sea-Fisheries (Amendment) Bill 2017: Committee Stage (Resumed) (14 Mar 2019)

Michael Creed: I ask the Senator to reflect on that matter in the context of his broader point. It is worth reflection. The Senator's amendment seeks to limit the application of the proposed section 10(1)(a) to persons resident in Northern Ireland. At the time of confirming the voisinagearrangements in the 1960s, there was also reference to the requirement to be permanently resident in the Six Counties....

Seanad: Sea-Fisheries (Amendment) Bill 2017: Committee Stage (Resumed) (14 Mar 2019)

Michael Creed: On a point of order, we are not extending access to anybody other than those to whom we choose to extend it. Anybody within the European Union who is not on the licence in Northern Ireland is not entitled to access under the legislation. The Deputy needs to read it again.

Seanad: Sea-Fisheries (Amendment) Bill 2017: Committee Stage (Resumed) (14 Mar 2019)

Michael Creed: The plan is to progress this through both Houses before the end of the month. We will engage with Fianna Fáil on that and will meet with the sector and representatives of the industry before the Bill is passed.

Seanad: Sea-Fisheries (Amendment) Bill 2017: Committee Stage (Resumed) (14 Mar 2019)

Michael Creed: Meet them in this House?

Seanad: Sea-Fisheries (Amendment) Bill 2017: Committee Stage (Resumed) (14 Mar 2019)

Michael Creed: We only will have one other sitting week, so that will have to happen before the final sitting week. I really have nothing further to add to what Senator Mac Lochlainn has said. It is the reality that corporate owners are already present on both the Irish and Northern Ireland register. That is the reality and I cannot proceed or accept an amendment that is illegal in the context of EU law...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (13 Mar 2019)

Michael Creed: It is important to put on record what exactly we propose to do, which is to reinstate a reciprocal arrangement that existed long before the London convention was agreed in the early 1960s, which recognised that there were established fishing patterns in play. What happened in October 2016 is the Supreme Court found that our arrangements were struck down in that context. Fishermen in the...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (13 Mar 2019)

Michael Creed: It is quite an interesting point to raise in the context of the representations made by Deputy Danny Healy-Rae on the planning process. Deputy Michael Collins is objecting to the possible granting of planning permission and Deputy Danny Healy-Rae is objecting to the-----

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (13 Mar 2019)

Michael Creed: -----development. I hear the Deputy. I am not aware of the specific project but in light of the fact there is a planning application under consideration by my Department, it would not be appropriate to comment further.
