Topical Issue Debate: Disability Support Services Provision (9 May 2018)

Jim Daly: I absolutely accept the Deputy's invitation to take a look at this. I also accept his comment on the finite nature of the response. It could certainly have been a little more hopeful for the people who use the services. For my part, as the Minister of State with responsibility for this area, I will take the matter up with the HSE and have a look at it. The Deputy will understand how this...

Topical Issue Debate: Wards of Court (9 May 2018)

Jim Daly: I will not comment on the specifics of the case because this is the first time I have become aware of it. However, I will give the Deputy and the House some general background information on wardships. It is the policy of the Government to support older people to remain in their own homes and communities and maintain their independence for as long as possible. However, there will always...

Topical Issue Debate: Wards of Court (9 May 2018)

Jim Daly: The Deputy makes a fair, valid and what appears to be a reasonable point. He articulates it very well. I will look at the details of the case and I will ask for a report from the HSE on it. I will ensure that the Department oversees this process in order to ensure that we get to the bottom of the matter. The Deputy's concerns are valid and are very relevant to the work that is ongoing....

Topical Issue Debate: Medical Aids and Appliances Provision (9 May 2018)

Jim Daly: I thank the Deputies for the opportunity to address the issue of the management of type 1 diabetes and the FreeStyle Libre glucose monitoring device being provided by the HSE. Diabetes places a substantial burden on the individual, society and the economy. Much of this burden is attributable to short-term and long-term complications. Almost 190,000 people in Ireland have diabetes. As the...

Topical Issue Debate: Medical Aids and Appliances Provision (9 May 2018)

Jim Daly: I assure Deputies that I will make known their strong feelings on this matter to the Department and the HSE. I will have to get Deputy Butler the detail on the exceptional circumstances ground. I suspect it is a clinical matter but I can find out exactly what it means. While I suspect GPs are aware of what is involved, I can get her the detail on what are those exceptional circumstances. ...

Jim Daly: Yes.

Questions on Promised Legislation (9 May 2018)

Jim Daly: Is the Deputy querying the fair deal scheme or the home help scheme?

Questions on Promised Legislation (9 May 2018)

Jim Daly: That is not happening. A statutory home help scheme is being put in place. Consultation has concluded on that and a report is due in the next week or two. It is separate to the fair deal scheme, which will continue to be implemented as it is. We will have a separate scheme to put home help on a similar statutory footing as the fair deal scheme.

Questions on Promised Legislation (9 May 2018)

Jim Daly: It will be similar to the fair deal scheme but it will not be connected to the fair deal scheme, which is a stand-alone scheme.

Seanad: Commencement Matters: Mental Health Act Review (9 May 2018)

Jim Daly: Go raibh maith agat, a Chathaoirligh. I would like to thank Senator Boyhan for raising this issue, which is important and topical at the moment. The Government and I have noted the important judgment by the Court of Appeal last week that renewal orders by mental health tribunals under section 15(3) of the Mental Health Act 2001 breach Article 40.4.1 of the Constitution. This clearly raises...

Seanad: Commencement Matters: Mental Health Act Review (9 May 2018)

Jim Daly: I thank the Senator. As I have said repeatedly, I always appreciate opportunities to engage with this House on any of these issues. As the Senator rightly pointed out, this is a particularly important issue and it requires attention. The Senator is very earnest in wanting to flag it early to ensure we deal with it properly and appropriately. I am more than willing to work with the Senator...

Written Answers — Department of Health: Nursing Homes Support Scheme Eligibility (9 May 2018)

Jim Daly: The Nursing Homes Support Scheme (NHSS) is a system of financial support for those in need of long-term nursing home care. Participants contribute to the cost of their care according to their income and assets while the State pays the balance of the cost. The Scheme aims to ensure that long-term nursing home care is accessible and affordable for everyone and that people are cared for in the...

Written Answers — Department of Health: Housing Provision (9 May 2018)

Jim Daly: Both the Department of Health and the Department of Housing, Planning and Local Government are working together in finalising a high-level policy statement that will provide a framework by which Government can facilitate and promote a variety of housing options, including supported housing (i.e. housing with care), for older people. In tandem with this the Department and the HSE are...

Written Answers — Department of Health: Nursing Homes Support Scheme (9 May 2018)

Jim Daly: My Department has been advancing work on this matter and having regard for this complex issue and for the sensitivities of the Scheme I requested legal advice from the office of the Attorney General regarding potential changes to the legislation that will address this matter. The Department has received this advice and is exploring the policy and legislative changes necessary and any...
