- Seanad: Gaming and Lotteries (Amendment) Bill 2019: [Seanad Bill amended by the Dáil] Report and Final Stages (11 Dec 2019)
David Stanton: Yes, if that is what the Senator wants to call it.
- Written Answers — Department of Justice and Equality: Gambling Legislation (11 Dec 2019)
David Stanton: The Government has indicated on a number of occasions that it recognises the need to proceed with comprehensive reform of our outdated gambling licensing and regulation. On 10 January, 2018, the Government approved the updating of the 2013 General Scheme of the Gambling Control Bill. The proposed updating follows on from the review work undertaken in my Department and from the...
- Written Answers — Department of Justice and Equality: Direct Provision Data (10 Dec 2019)
David Stanton: As the Deputy will be aware, residents who have been granted an international protection status (refugee status or subsidiary protection status) or a permission to remain have the same access to housing supports and services as Irish and EEA nationals. Currently, there are approximately 819 residents in accommodation centres with status or permission to remain in the State. My Department...
- Written Answers — Department of Justice and Equality: Asylum Seeker Accommodation (10 Dec 2019)
David Stanton: As the Deputy will be aware, the State has a legal obligation to offer accommodation, food and a range of other services (including utilities and healthcare etc.) to any person who claims a right to international protection in Ireland while their legal claim is being examined. These services are demand-led and generally it is difficult to predict demand far in advance. As of 1 December...
- Report on Examination of School Costs, School Facilities and Teaching Principals: Motion [Private Members] (5 Dec 2019)
David Stanton: I formally congratulate my two new colleagues from Fianna Fáil on their by-election wins. It is great to come into Leinster House for the first time. I wish them well with their careers. Should I have said "their long careers"? I am sure they will, at least, be productive. I note the presence of a former student of mine, Deputy Buckley. I do not know where I went wrong. It goes...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Road Projects (5 Dec 2019)
David Stanton: I thank Senator Lombard for raising this important issue this morning and for his work and interest in this area. I apologise for the absence of the Minister for Transport, Tourism and Sport, who cannot be here. He has responsibility for overall policy and funding in regard to the national roads programme. Under the Roads Acts 1993 to 2015, the planning, design and upgrading of individual...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Road Projects (5 Dec 2019)
David Stanton: I appreciate the Senator's passion and interest in this project, which is to be commended. However, the national development plan identifies two categories of national road improvement projects. The first covers projects to advance the construction subject to the satisfactory outcome of the project appraisal and development consent approval processes. The second relates to projects with...

David Stanton: I did not say that.
- Gaming and Lotteries (Amendment) Bill 2019 [Seanad]: Report and Final Stages (4 Dec 2019)
David Stanton: We made representations.
- Gaming and Lotteries (Amendment) Bill 2019 [Seanad]: Report and Final Stages (4 Dec 2019)
David Stanton: I am quite slow, but we have had discussions on this. We are interested in ensuring that charities get a fair share. We are all agreed on the 25% figure. Deputy Kenny and others are suggesting that if there are no running costs involved, the operator should be able to roll some of its own 25% into the prize money to make the bingo game more attractive. I am arguing that operators should...
- Gaming and Lotteries (Amendment) Bill 2019 [Seanad]: Report and Final Stages (4 Dec 2019)
David Stanton: I move amendment No. 11: In page 14, line 26, to delete “purpose.” and substitute the following: “purpose, (f) the allocation of the proceeds referred to in paragraphs (d) and (e) shall be made within one month from the date of the holding of the lottery.”. This was not discussed on Committee Stage. I understand that the Leas-Cheann Comhairle can recommit...
- Gaming and Lotteries (Amendment) Bill 2019 [Seanad]: Report and Final Stages (4 Dec 2019)
David Stanton: I move amendment No. 12: In page 15, line 19, to delete “Every” and substitute the following: “(1) Subject to subsection (2), every”.
- Gaming and Lotteries (Amendment) Bill 2019 [Seanad]: Report and Final Stages (4 Dec 2019)

(2) Where the lottery is conducted in a premises, the information referred to in subsection (1) shall be prominently displayed at the normal means of access to the premises proposed to be used.”.”.
- Gaming and Lotteries (Amendment) Bill 2019 [Seanad]: Report and Final Stages (4 Dec 2019)
David Stanton: We agreed to that earlier but I think we have discussed it ad nauseum already. Perhaps there is no need to do so again. I agree to the recommittal seeing as I already said I would.
- Gaming and Lotteries (Amendment) Bill 2019 [Seanad]: Report and Final Stages (4 Dec 2019)
David Stanton: That is not a problem.
- Gaming and Lotteries (Amendment) Bill 2019 [Seanad]: Report and Final Stages (4 Dec 2019)
David Stanton: I am very slow to accept this. It will mean that promoters may get nothing, or 0%, if 75% were to go on prizes, as is the intention of the amendment. We have not seen this amendment before now. I am very slow to accept it at this Stage. It would be unsafe to do so without giving it due consideration. I am not prepared to accept it.
- Gaming and Lotteries (Amendment) Bill 2019 [Seanad]: Report and Final Stages (4 Dec 2019)
David Stanton: As I said, I am very slow to accept this amendment at this time because of the unforeseen consequences that might arise. We have not had a chance to examine this carefully. It is unsafe to make changes like this without notice at this Stage of the legislative process, at one minute to midnight, as it were. I am very slow to move away from what we have. As I said earlier, the main point of...
- Gaming and Lotteries (Amendment) Bill 2019 [Seanad]: Report and Final Stages (4 Dec 2019)
David Stanton: I want to point out there are very few areas where stakes and prizes are controlled by legislation but this is one of them. The stakes and prizes, for instance, are far in excess of what is proposed or possible for the national lottery. One can go down to the national lottery and gamble away to one's heart's content. Deputy Burton was defending the national lottery earlier.
- Gaming and Lotteries (Amendment) Bill 2019 [Seanad]: Report and Final Stages (4 Dec 2019)
David Stanton: I listened carefully to what the Deputy said.
- Gaming and Lotteries (Amendment) Bill 2019 [Seanad]: Report and Final Stages (4 Dec 2019)
David Stanton: One can go into a bookie's office and place a wager. This particular area is the one area where we are legislating to control the amount that can be put on. This has not been changed since 1956. The current position is ludicrous in that the amount is so small, it is being ignored all over the place, as Deputy O'Callaghan said. There is no scientific method for us to know which is the best...
