Rory O'Hanlon: The situation is that there are Standing Orders governing amendments, and amendments that place a charge on the Exchequer are not allowed and never have been allowed. If the Deputy feels that should be changed, he should use the appropriate methods to change it. We cannot spend the day debating amendments that have been ruled out of order.
