Public Accounts Committee: 2018 Annual Report of the Comptroller and Auditor General
Chapter 6 - Expenditure under a Maintenance Contract
2019 Appropriation Accounts
Vote 13 - Office of Public Works
(11 Nov 2020)

Cormac Devlin: I assumed from the report that it was in the ownership of the State. I would hope, given the new lease options post-2022, that would be something we could explore. It is a colossal amount of money. I agree that it is a strategic building and it is important in size, but surely the State could explore that.

Vote 13 - Office of Public Works
(11 Nov 2020)

Cormac Devlin: Finally, I will turn to flood alleviation. The OPW officials have given a good deal of information in the opening remarks. I understand the expenditure prior to 2015 was €412 million. Am I correct in saying that from 2015 to 2019 the expenditure was €268 million? What was the reason for the difference? I would have thought expenditure was ramping up at that point.

Cormac Devlin: It is a cumulative figure. Is that right?

Vote 13 - Office of Public Works
(11 Nov 2020)

Cormac Devlin: That makes more sense. A study of 300 communities has been taking place across Ireland and 80% of the studies have been completed. What is the status of the remaining 20%? A total of 11 major flood relief schemes have commenced and seven more are due to commence shortly. Can the OPW give an indication of when those seven will be commenced? What stage are they at? If the officials do not...

Joint Oireachtas Committee on Climate Action: Scrutiny of EU Legislative Proposals (11 Nov 2020)

Cormac Devlin: I thank the witnesses for their time this morning and for their input. I have a question for Mr. Carroll and will focus on two elements. He referred to the just transition in his opening remarks and there were some questions around it. From his experience does he believe it is something that should be stated explicitly in legislation or should it be referred to and then fleshed out...

Ceisteanna Eile - Other Questions: Brexit Preparations (10 Nov 2020)

Cormac Devlin: I thank the Minister of State for taking this question. On Brexit and the preparedness of small businesses, is he familiar with the research done by the customs clearance service, Declaron, a new partnership between the accountancy firm, BDO, and the fintech company, Fexco. According to their research, 37% of Irish businesses that trade with the UK have yet to start planning for Brexit....

Ceisteanna Eile - Other Questions: Brexit Preparations (10 Nov 2020)

Cormac Devlin: I thank the Minister of State. I note what he said about the 225,000 businesses that have been corresponded with, which is welcome, but the Declaron research also found that 54% of businesses that trade with the UK do not understand the new custom clearance procedures that are guaranteed to come into effect on 1 January 2021, which is worrying. Does the Minister of State agree with Carol...

Ceisteanna Eile - Other Questions: Brexit Preparations (10 Nov 2020)

Cormac Devlin: The €20 million fund the Minister of State referred to is welcome. However, my fear relates to those businesses that may not be aware of the full impact of Brexit or that, because of Covid, have not paid enough attention to it and have had other issues such as keeping the doors open on their minds. It is important that the Department and the Ministers responsible double down on...
