Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland: Ulster Bank (1 Dec 2016)

Rose Conway Walsh: Has Ulster Bank rural-proofed its plans in terms of offering a banking service to rural customers? Obviously, if branches are to be closed it is normally the more rural ones that are closed.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland: Ulster Bank (1 Dec 2016)

Rose Conway Walsh: This is a big issue we will be addressing within our report. I think excluding cohorts of customers particularly in rural areas will form part of it. It seems that Ulster Bank is going along the same lines of other banks in trying to force customer behaviour to maximise profits for the shareholders. That is an observation that we will address in the report.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Costs of Business Insurance: Discussion (1 Dec 2016)

Rose Conway Walsh: I thank the delegates for coming. As I used to run a pub in London, I know a little about bars. It is hugely important that the delegates are here and that we hear from them because while we have focused on motor insurance, I have always said there are the same fundamental conditions in other areas of the non-life insurance market. There have been increases in the cost of insurance for...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Costs of Business Insurance: Discussion (1 Dec 2016)

Rose Conway Walsh: Today we are focusing on businesses as claimants. Will the two associations tell us about their experiences as claimants? Has there been any change in the attitude of insurers when ones make a claim, for example, for damage caused by fire or flooding? Are there ongoing concerns that insurers are reluctant to pay out and seeking not to pay based on technicalities?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Costs of Business Insurance: Discussion (1 Dec 2016)

Rose Conway Walsh: The Licensed Vintners Association makes a good point that, despite what we might hear, there is actually very little evidence that higher claims costs or increases in legal fees are leading to higher premiums. I am not saying these are not factors but there has been a dramatic increase in premiums. The increase cannot be attributed to them, at least not in the whole. Has the delegation met...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Costs of Business Insurance: Discussion (1 Dec 2016)

Rose Conway Walsh: That is exactly what we are coming across in the motor insurance sector. Has Mr. O'Keeffe read the motor insurance report that we produced?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Costs of Business Insurance: Discussion (1 Dec 2016)

Rose Conway Walsh: He will then have identified some relevant comments within it that may be helpful.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Costs of Business Insurance: Discussion (1 Dec 2016)

Rose Conway Walsh: I fully agree with the focus on the need to empower the Injuries Board. That is a key demand in the report on motor insurance but it obviously has implications for the delegation. There is a fine line to thread here. For example, when we look at the book of quantum and the delegates' recommendations, we note the desire to bring the book into line with European norms. The book has been...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Costs of Business Insurance: Discussion (1 Dec 2016)

Rose Conway Walsh: I accept the clarification.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Costs of Business Insurance: Discussion (1 Dec 2016)

Rose Conway Walsh: I am extremely concerned about the future of pubs, particularly rural pubs, and the part they play in the community in addressing isolation and social exclusion. Burdens are being put on rural pubs, which have almost been forgotten about, in terms of trying to meet all the overheads. Mr. Cribben cited rates, the cost of which for pubs that do not have a high turnover is deplorable because...

Seanad: Presidential Voting Rights: Motion (30 Nov 2016)

Rose Conway Walsh: I thank the Minister for being present. I will not use any of my notes. I left Mayo at a very young age when I was forced to emigrate. I know what it is like to be one of the diaspora. I apologise for not being present earlier for the debate but I had to attend a very tragic funeral in Bray. I know what it was like to be forced to leave home in the first place and then what it was like...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of UK Referendum on Membership of the European Union on Irish Agrifood and Fisheries Sectors: Discussion (29 Nov 2016)

Rose Conway Walsh: I thank Mr. Cotter for his presentation and welcome Mr. Brennan. Does Bord Bia plan to promote the seaweed industry? The industry is growing and could create employment along the western seaboard. In 2012 as much as 25 million tonnes of seaweed was harvested as a food product and component of other products. What practical supports can Bord Bia give to people who are interested in...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of UK Referendum on Membership of the European Union on Irish Agrifood and Fisheries Sectors: Discussion (29 Nov 2016)

Rose Conway Walsh: Besides Enterprise Ireland, does Bord Bia work with Údarás na Gaeltachta in respect of Gaeltacht areas?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of UK Referendum on Membership of the European Union on Irish Agrifood and Fisheries Sectors: Discussion (29 Nov 2016)

Rose Conway Walsh: Is there any possibility of an EU promotional fund for seaweed in the same way as there was for beef and lamb?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Agriculture Issues: Discussion (29 Nov 2016)

Rose Conway Walsh: I thank the witnesses for their presentations. They certainly fill a gap in the farming community, which is why I asked the committee to include the Irish Natura and Hill Farmers Association in the discussions around all these issues. I agree with the way these issues are being tackled. In the context of the review of the Areas of Natural Constraint, ANC, scheme it is absolutely crucial...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Agriculture Issues: Discussion (29 Nov 2016)

Rose Conway Walsh: I am sorry about that.

Seanad: Address to Seanad Éireann by Ms Nicola Sturgeon (29 Nov 2016)

Rose Conway Walsh: Ba mhaith liom fáilte a chur roimh Chéad Aire na hAlban, Ms Nicola Sturgeon, go dtí an Seanad inniu. It is a great honour to welcome her to Ireland and this House on behalf of the Sinn Féin party. We welcome her as the leader of a nation with whom the Irish enjoy a long and enduring affinity as close neighbours and good friends. We share a strong Gaelic heritage,...

Seanad: Order of Business (29 Nov 2016)

Rose Conway Walsh: I support my colleague Senator Craughwell 100% on the need for a proper full and frank debate on the HPV vaccine. The experience he outlined is the same as the one I have had in my community where young girls are extremely unwell for no reason whatsoever after receiving the HPV vaccine. They are unable to participate in their education or fully in society. I want to have that debate in the...

Seanad: Social Welfare Bill 2016: Second Stage (29 Nov 2016)

Rose Conway Walsh: I thank the Minister for being here. I want to raise one issue around the farm assist scheme. I welcome the income disregards that have been reintroduced regarding farm assist but the fact that farm assist applicants cannot, or could not, pay PRSI contributions has left many farmers with gaps in their contributory pension. In Mayo, some 50 farmers are affected by this. They had not...

Seanad: Order of Business (24 Nov 2016)

Rose Conway Walsh: Tomorrow the global 16 days of action campaign against domestic abuse and violence against women will start. The theme of this year's campaign is to change the conversation around the issue of domestic violence. In the recently launched Women's Aid annual report, some of the headline statistics underlined the need for action from us in the Oireachtas. Up to 42% of reported abuse occurs...
