Hospital Staff (15 Feb 2012)

John Halligan: Question 5: To ask the Minister for Health the number of whole time equivalent positions that have been reduced at Waterford Regional Hospital since the recruitment moratorium was introduced in March 2009; the amount that has been spent on agency staff at Waterford Regional Hospital in that same time period; the target of the recruitment moratorium by the end of 2012; if he will consider...

Hospital Staff (15 Feb 2012)

John Halligan: I requested the figures in light of the retirement of approximately 60 service workers by the end of February and the rising waiting lists for elective procedures at Waterford Regional Hospital that will inevitably follow the closure of two operating theatres. I have been advised that staff shortages will also lead to the closure of a further 30 beds. Thousands of health graduates have left...

Hospital Staff (15 Feb 2012)

John Halligan: Under the terms of the temporary agency worker directive the HSE must offer agency staff the same pay and terms as direct employees. The cost does not end there, however, because it must also pay the wage cost commission, which ranges from 5.5% to 11.75%.

Hospital Staff (15 Feb 2012)

John Halligan: This is important and I have one supplementary question. It also pays PRSI at a rate of 10.75%, holiday and public pay at 12% and VAT at 21%. It has been estimated that in employing this workforce the HSE must pay a premium of between 30% and 40% on top of wages. These figures point to the fact that the recruitment embargo is failing.

John Halligan: I have no argument.

Hospital Staff (15 Feb 2012)

John Halligan: May I ask a brief supplementary question?

Hospital Staff (15 Feb 2012)

John Halligan: The Leas-Cheann Comhairle did not give me a lot of time.

Hospital Staff (15 Feb 2012)

John Halligan: My question concerns what will happen after 60 people leave the service in February. The regional manager has stated the departure of such numbers from the public service at Waterford Regional Hospital will inevitably lead to the closure of beds. I do not think the Minister answered that question.

Hospital Staff (15 Feb 2012)

John Halligan: The regional manager has indicated how many beds are going to close.

Legal Services Regulation Bill 2011: Second Stage (Resumed) (8 Feb 2012)

John Halligan: I appreciate that this sector is in need of reform. For too long costs associated with the legal sector have been far above those in the rest of Europe, for instance. The State spends approximately €500 million a year on legal services and I accept that needs to be reduced. I believe, as I am sure does the Minister, that all citizens should have full access to legal services as they...

Leaders' Questions (8 Feb 2012)

John Halligan: The Minister should ask the Taoiseach which way will he go.

Leaders' Questions (8 Feb 2012)

John Halligan: The Deputies opposite are fooling the people. They told them lies. They are being found out now throughout the country.

Leaders' Questions (8 Feb 2012)

John Halligan: It is unfair that he cannot continue.

Leaders' Questions (8 Feb 2012)

John Halligan: This is outrageous.

Leaders' Questions (8 Feb 2012)

John Halligan: But these guys are shouting-----

Leaders' Questions (8 Feb 2012)

John Halligan: If the Deputies stopped interrupting, we would not take so long.

Leaders' Questions (8 Feb 2012)

John Halligan: That is outrageous.

Leaders' Questions (8 Feb 2012)

John Halligan: The Deputy will not be laughing when people will not pay.

Leaders' Questions (8 Feb 2012)

John Halligan: Those in the Labour Party should be ashamed of themselves.

Health Service Plan 2012: Statements (Resumed) (1 Feb 2012)

John Halligan: I would have preferred more time to discuss the document. Unfortunately, I have only five or six minutes so I will concentrate on my area of Waterford.
