For example, are county councils buying properties and doing the enhanced leasing scheme from AHBs that have been financed through the Housing Finance Agency, HSA, and at what cost? There is an issue at the moment in that private developers are looking at costs of 7% or 8% to borrow money that is actually at 0% interest....
