Michael Harty: Before we take our final summing up, because the HSE representatives are waiting, perhaps when Mr. Doran is finished responding to the other questions he will comment on accountability and transparency in how our services are managed. Is there a difficulty in finding out who is responsible for making decisions which have knock-on effects on other parts of the service, to their detriment?

Michael Harty: We must finish. While I am sorry to interrupt Mr. Doran, could he devote some time to the questions of accountability and transparency? Are there deficiencies in how we view the decisions that are made and see whether they are being made responsibly and are clinically or managerially correct?
