Martin Kenny: My question centres on capacity. A lack of capacity is what we are talking about here all of the time. We saw the power of the media the other night, which has brought us all to this place today and we need to get this situation sorted out. Last year at Sligo University Hospital, 220 operations were cancelled on more than one occasion. There were multiple cancellations and this is...
- Questions on Promised Legislation (8 Feb 2017)
Martin Kenny: The suggestion I am making is that the legislation in place at present is not adequate to deal with this situation. There is a crisis in the industry and something will have to be done in order to ensure that people in the poultry industry will be protected. The only way that can be done is for the legislation to be changed.

Martin Kenny: Everyone is aware of the situation regarding our poultry industry. An epidemic of bird flu has swept across Europe. Since December, six cases have been reported in Ireland and one particular issue really comes to mind. On 24 December an order was made to the effect that all commercial birds should be kept indoors. The purpose was to protect them from this situation. The difficulty is...

Tomorrow, a group is coming from the MABS organisations throughout the country to do a presentation on this in the audio-visual room. There are 51 boards, each of which is independent and managed by local people from the Society of St. Vincent de Paul, the Garda Síochána, the Department of Social Protection and...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health Ireland Strategic Plan 2015 to 2017: Discussion (7 Feb 2017)
Martin Kenny: I welcome everyone here today. Many farmers have seen tremendous benefits over the last number of years from the work Animal Health Ireland, AHI, has been doing, and the BVD eradication programme has really made huge advances. Much of it has been said already but we need to see when we can expect to have some conclusion on that. Deputy Cahill said many vaccinations have been used on many...
- Order of Business (7 Feb 2017)
Martin Kenny: I have raised the issue of mental health services provision on several occasions. Given that A Vision for Change has come to an end, what is the proposed next step? Will an alternative programme be put in place? A report issued today by the National Suicide Research Foundation shows that in the seven years from 2007 to 2015, the number of men reporting self-harming behaviour in County...

[5063/17]
- Ceisteanna - Questions - Priority Questions: Young Farmers Scheme (2 Feb 2017)
Martin Kenny: What is the situation regarding young farmers who have enrolled but not necessarily commenced - the tabled question states completed, which is a mistake - an approved educational course, that is, the FETAC level 6 course, the green cert, that many farmers had to do? They had to have commenced it before May of last year. Many of them were not able to do so because the places were not...
- Ceisteanna - Questions - Priority Questions: Young Farmers Scheme (2 Feb 2017)
Martin Kenny: The difficulty is that the Minister has previously stated categorically that this issue was an EU one. He said the EU Commission had stated that there was an issue with applicants commencing their agricultural education on a date after that on which they submitted the application for the national reserve and that they were excluded from the scheme if they had not commenced it beforehand. Up...
- Ceisteanna - Questions - Priority Questions: Young Farmers Scheme (2 Feb 2017)
Martin Kenny: I will make one small point. There are 450 young farmers in the Sligo-Leitrim-Donegal area doing the course at the moment. Some 50% of the tutors employed by Teagasc are now awaiting the renewal of their contracts. They are not sure if that will happen. If it does not happen, where will it all end?
- Ceisteanna - Questions - Priority Questions: Young Farmers Scheme (2 Feb 2017)
Martin Kenny: Surely this issue relates to flexibility and opportunity. The opportunity exists to create the flexibility to allow more farmers to enter it. Most farmers from all walks of life will accept that the problem is that we do not have a national reserve. The mechanism to get one, where if a farmer sells his or her entitlements a certain amount is clawed back, means no one is selling them....
